'

Memoraadum
1800 Pioneer Creek Center, Maple Plain, MN 55359
`=Wencl<
Phone:763-479-4200 Fax:763-479-4242
To: Jeffrey Agnes, A rchitects, LLC
From: James Bens oloi and Aravind Gottemuula

Date: November 2, 2007
Subject: Traffic Study for Concept PUD for Har Mar Shoppiig Cetter
Wenck File #1959-01
PURPOSE AND BACKGROUND
This report documents the results of a trafiic study we have completed relative to an application
submitted to the City of Roseville for a Concept PUD for Har Mar Shopping Center. The current
development plan submitted for the Concept PUD is shown in Figure 1. We understand the
intention is to complete full implementation of this development plan by 2008. Relative to
existing conditions at the Har Mar Shopping Center, the proposed plan involves changes to
several land uses within the development and a possible future traffic change.
Referring to specific tenant spaces shown in Figure 1, the proposed use changes are as follows:
• Space 20 — proposed general retail use with 41,611 square feet floor area. This use will
replace a former Northwestern Bookstore with 13,800 square feet and a TJ Maxx Store
with 24,211 square feet.
• Spaces 41 and 42 — proposed general retail use with 44,282 square feet. This use will
replace a former multiplex theater, which had a total of 11 screens.
• Space 66 — proposed sit-down restaurant with 11,217 square feet. This use will replace
an existing TCF Bank, which has a total of 11,217 square feet.
• Space 81 A,B,C — proposed sit-down restaurant with 3,300 square feet, general retail
space with 1,650 square feet, and coffee shop without drive-through with 1,650 square
feet . These uses will replace an existing Firestone Auto Service store of 6,788 square
feet.
• Space 82 — proposed sit-down restaurant of 5,796 square feet. This use will replace a
former restaurant use of the same size.
The plan shown in Figure 1 shows closure of the existing right turn in and out only access on
County Road B about 300 feet east of Snelling Avenue. It is important to note this access
closure is not part of the current concept plan PUD, but is a change that may be considered in the
future. To address a possible "worst case" scenario, analyses presented in this report for the
2009 build scenario account for closure of this right turn access.
