-� <br />Memorandum to Jeff A�nes and Jamie Swanson <br />Subject: Supplementa] Traffic Review for Outlot S1 Concepc PUD for Har Mar Shopping Center <br />Page 3 of 9 <br />November I5, 2007 <br />In addition to traffic counts, we completed observations at the site to identify any problems <br />regarding the followin�: <br />Weaving on County Road B involvin� motorists who make right turns out at the westerly <br />right turn access and then either turn left oc make a u-turn at the main access. <br />Abilily of eastbound u-turn motoris[s at thc County Road B/main access intersection t� <br />comptete the turn in one maneuver (without having to stop and back up to complete the <br />u-turn). <br />Conflicts between eastbound u-turns and westbound through movements. <br />Based on our obseivations at the site, we did not find �►ny issues associated with the above three <br />elements. No weaving patterns were observed on County Road B because right turns out at the <br />westerly right turn access that were destined to make a left turn or a u-turn at the main access <br />turned only when there were gaps in both eastbound ttu•ough lanes. When all Ehose motorists <br />exited from the site, they did not weave with eastUound traffic, but rather turned promptly into <br />the inside through lane and then maneuvered into the eastbound left curn lane. During the eight <br />hours for which we collected data, every u-turn that was made was completed in one maneuver, <br />without the need to stop and back up in the middle of the intersection. We did not observe any <br />abrupt stopping or slowin� of westbound through motorists due to the eastbound u-turn <br />maneuvers. <br />Crash Data for County Road B hetwee.n Westerly RiQh[ Tucn Access and Main Access <br />To determine whether there are any existing safety concerns at the County Road B intersections <br />with the westerly right turn access and the main access, and on the segment in between these two <br />intersections, we obtained crash data for the last five yeac•s� from the Minnesota Department of <br />Transportation. The follawing are the principal summaiy points from the crash data that pertain <br />to com►nents raised by City staff regarding safety issues associated with rigl�t tu�-�is out at the <br />westerly right turn access and eastbound u-turns at the main access: <br />• There was only one reported crash that involved an eastbound u-turn at the County Road <br />B/main access intersection in the last fivc years. In that crash, a westbound through <br />motorist collided with a motorist making au eastbound u-turn. The factors reported for <br />that crash were dri��er inexperience (the u-turn motorist was 17 years oid) and failure to <br />yield right-of-way. <br />• The data shows no reported crashes in the last five years at the County Road B/westerly <br />right turn access i.ntersection. that involved a riaht turn movement exitii�g the Har Mar <br />shopping center. <br />• There were no segiiient-related crashes that occurred in the last five years on County <br />Road B between the westerly right turn access and the main access. <br />� Prior to Summer 200�, full access �vas availablc at the location �vhere the `vesterly right tw�n access prescntly <br />eaists. The median opening at that location was closed in summcr 200� tci restrict the movements to right turns <br />only. <br />
