� <br />Mr. Jeffrey A�nes <br />November 2, 2007 <br />The next step was to assign the differences in net new trips and net pass-by trips to the roadway <br />system. For this purpose, the net new trips were assigned to the most convenient Har Mar access <br />location according to the following trip distribution percentages: 35% each to/from the north and <br />south on Snelling Avenue and 15°Io each to/from the west and east on County Road B. Based on <br />current volume patterns and ease of use for stopping at the Har Mar Shopping Center, 54% of the <br />pass-by trips were assigned from the south to the north on Snelling Avenue, and 46% were <br />assigned from the north to the south on Snelling Avenue. <br />The last step in establishing the 2009 build volumes was to account for the possible closure of <br />the existing right turn in and out only access location on County Road B. Though this action is <br />not part of the current concept PUD, it has been examined in the analysis, because there is <br />sufficient possibility that this change will be desired in the future. This potential change was <br />accounted for by shifting all right turn in and right turn out traffic at this existing driveway to the <br />main Har Mar access farther east. <br />For each of the four volume scenarios, the resultant weekday p.m. peak hour volumes are shown <br />in Figure 2, and the resultant Saturday mid-day peak hour volumes are shown in Figure 3. For <br />the weekday p.m. peak hour volumes shown in Figure 2, three key points are as follows: <br />a) The total volume entering the Snelling Avenue/Har Mar access intersection increases <br />by about only 1.6 percent under the 2009 build condition. <br />b) The volume entering the Snelling Avenue/County Road B intersection will increase <br />by only about 0.9 percent under the 2009 build condition.. <br />c) At the County Road B/main Har Mar access intersection, the volumes from the west <br />and south change under the 2009 build condition due to closure of the existing right <br />turn access on County Road B that is accounted for in this scenario. <br />For the Saturday mid-day peak hour volumes shown in Figure 3, the following two points are <br />important, together with changes at the County Road B/main Har Mar access that are similar to <br />the weekday p.m. peak hour: <br />a) At the Snelling Avenue/Har Mar access intersection, volumes entering the <br />intersection would increase by four percent under the 2009 build condition. <br />b) At the Snelling Avenue/County Road B intersection, volumes entering the <br />intersection would increase by three percent under the 2009 build condition. <br />
