--• <br />Mr. Jeffrey Agnes 17 Noveinber 2, 2007 <br />CONCLUSIONS <br />Detailed analyses have been presented in this report to address traffic implications associated <br />with the concept PUD application submitted for the Har Maz Shopping Center. Though all <br />existing access drives serving the shopping center will be preserved under the PUD application, <br />the 2009 build scenario has accounted for potential closure of an existing right turn in and out <br />only access drive on County Road B. Two reasons for this consideration are: 1) closure of this <br />driveway may be considered in the future and 2) closure of this driveway represents "worst case" <br />conditions regarding traffic volumes and associated queuing for vehicles exiting the site at the <br />main Har Mar access drive on County Road B. <br />Major conclusions from the analyses presented in this report are as follows: <br />a) Regarding gross trip generation, the proposed uses in the concept PUD will generate <br />97 more gross trips during the weekday p.m. peak hour than the former uses they are <br />replacing. During the Saturday mid-day peak hour, the proposed uses will generate <br />about 316 more gross trip ends than the former uses they are replacing. <br />b) The following are the principal conclusions regarding the three subject intersections: <br />• Snelling Avenue/Counry Road B. The level of service for this intersection will <br />remain unchanged from the 2009 no-build to 2009 build condition during both <br />the weekday p.m. peak hour and the Saturday mid-day peak hour. Compared <br />to existing conditions, the overall delay at this intersection will slightly be <br />reduced for the 2009 build condition due to Mn/DOT's planned improvements <br />to this intersection. <br />• S�2elling Avenue/Har Mar access. The level of service for this intersection <br />will remain unchanged from 2009 no-build to the 2009 build condition during <br />both the weekday p.m. peak hour and the Saturday mid-day peak hour. The <br />overall intersection delay is expected to increase slightly from the existing <br />condition to the 2009 build condition. <br />� County Road B//main Har Mar access. The level of service for this <br />intersection will remain unchanged from the 2009 no-build to the 2009 build <br />condition. Relative to existing conditions, the overall intersection delay will <br />remain about the same for the 2009 build condition. <br />c) The main Har Mar access drive on County Road B should be revised per the plan <br />shown in Figure 6 in order to effectively accommodate traffic entering and exiting the <br />site at this location. It is recommended that the angle parking west of space 66 be <br />revised to 90-degree parking. <br />On an overall basis, we are confdent the proposed concept PUD for the Har Mar Shopping <br />Center will not cause any adverse trafiic impacts on the affected roadway system, provided that <br />the main access drive on County Road B is revised per the recommended plan. <br />
