HRA Meeting <br />Minutes Tuesday, April 16, 2013 <br />Page 12 <br /> <br />1 <br /> <br />2 <br />Further discussion included preference for a two-car garage (page 2, item 7), with Ms. Kelsey <br />3 <br />clarifying that these are minimum standards, or attempting to say that single-car garages were <br />4 <br />not permitted; how to legally apply the requirements of the HRP for now and future land use, <br />5 <br />with neither staff or the HRA majority supportive of applying restrictive covenants on the lots; <br />6 <br />letter of credit specifications and how that worked, based on a successful program in the City <br />7 <br />of Richfield to facilitate available construction capital in place to complete construction and <br />8 <br />landscaping; and intent to convey that a loan was in place to build the property versus relying <br />9 <br />on someone with cash in hand and possibly disappearing. <br />10 <br /> <br />11 <br />12 <br />language; with builders typically dealing with one bank, since they needed to provide a <br />13 <br />cushion in place for interim financing, and not seeking to know their balances, but just <br />14 <br />ensuring that sufficient capital was in place and that the bank saw them as a good customer, <br />15 <br />thus their letter of recommendation. <br />16 <br /> <br />17 <br />Member Masche sought further clarification of that intent, seeking to ensure no barriers were <br />18 <br />created in that language. <br />19 <br /> <br />20 <br />Ms. Kelsey noted that the Roseville market was currently very strong, and staff had been <br />21 <br />notified that there was currently no inventory in Roseville. If a barrier were found, Ms. Kelsey <br />22 <br />advised that a simple solution would be to simply bring any property forward to the HRA <br />23 <br />seeking a waiver of any barriers. Ms. Kelsey reiterated that these are intended as minimum <br />24 <br />standards; and any builder could state any issues they had. <br />25 <br /> <br />26 <br />27 <br />HRA push to accomplish the HRP goals. However, Mr. Trudgeon noted that intent of having <br />28 <br />such a program was to push housing in that direction. Mr. Trudgeon noted that this was <br />29 <br />already happening in the community with people demolishing and constructing new homes. If <br />30 <br />31 <br />important, Mr. Trudgeon advised that it needed to re-evaluate its Strategic Plan goals. Mr. <br />32 <br />Trudgeon noted that this had been collectively determined as important and therefore identified <br />33 <br /> <br />34 <br /> <br />35 <br />Member Lee offered her vote of confidence in the HRP, based on her work in St. Paul and <br />36 <br />taking down blighted homes and new construction elevating neighborhoods and the entire <br />37 <br />community. Member Lee noted that the City of St. Paul had gotten positive responses from <br />38 <br />the City, the community and the Police Department, opining that this was a minimum incentive <br />39 <br />to pursue. <br />40 <br /> <br />41 <br />Member Quam stated that she had no issue in supporting the HRP, opining that the idea was <br />42 <br />terrific. However, Member Quam advised that she wanted to spend more time with how the <br />43 <br />details were accomplished, with problematic issues for her being what kind of underwriting <br />44 <br />was being done by the HRA and how much control it had over the process; how much work <br />45 <br />was being created or the HRA with the outlined steps; and asked that time be taken in <br />46 <br />reviewing the issues, including the cost and legal risk issues. <br />47 <br /> <br />48 <br />Chair Maschka suggested that action be deferred for a future meeting; agreeing that he wanted <br />49 <br />to ensure there were no unintended consequences. <br />50 <br /> <br />51 <br />Member Willmus spoke in support of deferring action. <br />52 <br /> <br />53 <br />Ms. Kelsey asked that the HRA provide staff with clear direction on items they wanted <br />54 <br />changes, advising that she had no program right now for the HRA to acquire any parcels; but <br />55 <br />that there were some properties identified that needed discussion, currently rental properties <br /> <br />
