Mr. Gaughan suggested that it was always good to err on the side of <br />2 <br />caution, and rather than risking violations of the Open Meeting Law, it was just better to <br />3 <br />default any discussions for the next public meeting of the body. <br />4 <br /> <br />5 <br />As a resource, Mr. Gaughan recommended individual HRA members to the State of MN <br />6 <br />Information Policy Analysis Division (IPAD) at ipad@state.mn.us. Mr. Gaughan advised that <br />7 <br />this was his reference point when needing to make a determination on privacy or open meeting <br />8 <br />questions. While recognizing that the HRA had their own attorney on retainer for HRA <br />9 <br />business, Mr. Gaughan advised the body that his office was always open and available to the <br />10 <br />HRA for questions on data privacy or open meeting issues. <br />11 <br /> <br />12 <br />Chair Maschka thanked City Attorney Gaughan for the informative presentation. <br />13 <br /> <br />14 <br />9. Work Plan 2013 <br />28 <br />Mr. Trudgeon briefly summarized the request for HRA action as detailed in the staff report <br />29 <br />dated April 16, 2013, for approval of the staff-revised 2013 HRA Work Plan, with tasks <br />30 <br />reorganized under specific Strategic Plan Objectives. <br />31 <br /> <br />32 <br />Member Masche thanked staff for the reformatting, and expressed appreciation for the new, <br />33 <br />very well organized format. <br />34 <br /> <br />35 <br />Motion: Member Masche moved, seconded by Member Majerus, approval of the 2013 <br />36 <br />HRA Work Plan as presented and detailed in the staff report dated April 16, 2013. <br />37 <br /> <br />38 <br />Ayes: 7 <br />39 <br />Nays: 0 <br />40 <br /> Motion carried. <br />41 <br /> <br />42 <br /> b. Multifamily Rental Licensing <br />43 <br />Mr. Trudgeon reviewed an updated program outline for initiation of a multi-family rental <br />44 <br />housing licensing program for the City of Roseville; and the original intent of the program to <br />45 <br />maintain safe and healthy living accommodations for all residents of Roseville. Mr. Trudgeon <br />46 <br />noted that the proposed program was intended to discuss buildings of five (5) or more units, <br />47 <br />requiring that those properties be licensed with the City, and require inspections of rental <br />48 <br />properties, as well as requiring attendance by property owners to attend educational programs <br />49 <br />hosted by the City. <br />50 <br /> <br />51 <br />Mr. Trudgeon further advised that the intent was to require licensing of multi-family rental <br />52 <br />properties in 2014, with inspections conducted by third-party inspectors and property owners <br />53 <br />paying for costs of those inspections. With the HRA, Community Development and Police <br />54 <br />Department staff continuing to work on details, the crime free requirements are anticipated for <br />55 <br />implementation in 2015. This would hopefully culminate in a lease addendum to incentivize <br /> <br />
