HRA Meeting <br />Minutes Tuesday, April 16, 2013 <br />Page 13 <br /> <br />1 <br />that were not being maintained and were resulting in multiple and repeat code violations and <br />2 <br />bringing down the value of the neighborhood. If the HRA wanted to address this issue, Ms. <br />3 <br />Kelsey opined that this was the opportunity to do so; and again asked for direction for the next <br />4 <br />meeting, and how to amend or modify the HRP to keep the program moving forward. <br />5 <br /> <br />6 <br />Ms. Kelsey advised that the Roseville HRA Attorney handled closings for a similar program in <br />7 <br />the City of Richfield, and having done this program a long time with over 330 homes <br />8 <br />processed to-date, this program was significantly based on theirs. <br />9 <br /> <br />10 <br />Member Willmus identified additional information needs as previously noted by him and <br />11 <br />Member Quam, including the exposure of the HRA Board; administration and legal costs; and <br />12 <br />how the closing process moved forward and building requirements. <br />13 <br /> <br />14 <br />15 <br />HRA attorney for the contractor/homeowner. <br />16 <br /> <br />17 <br />At the request of Chair Maschka, Ms. Kelsey advised that if the HRA wished to run this by the <br />18 <br />19 <br />MN GreenStar had originally been in partnership and were not in disagreement, with the <br />20 <br />Association having implemented their own certification program that does not meet GreenStar <br />21 <br />certification criteria. <br />22 <br /> <br />23 <br />Chair Maschka asked that individual members review the criteria in detail before the next <br />24 <br />meeting. <br />25 <br /> <br />26 <br />At the request of Ms. Kelsey, Members were of a consensus that they wanted the HRA <br />27 <br />Attorney in attendance at the next meeting to address their issues. <br />28 <br /> <br />29 <br />Motion: Member Quam moved, seconded by Member Majerus to TABLE this item until <br />30 <br />the next HRA meeting. <br />31 <br /> <br />32 <br />Ayes: 7 <br />33 <br />Nays: 0 <br />34 <br /> Motion carried. <br />35 <br /> <br />36 <br />d. Authorize Burn Agreement with Roseville Fire Department for 2325 Dale Street <br />37 <br />Ms. Kelsey reviewed the intent to burn down the property at 2325 Dale Street on April 27, <br />38 <br />2013 and invited HRA members to attend. Ms. Kelsey reminded members that this was a <br />39 <br />brick home, and only the inside would be subject to the burn, with a lot of removal and <br />40 <br />recycling of materials already having taken place. <br />41 <br /> <br />42 <br />Motion: Member Lee moved, seconded by Member Majerus authorize the HRA <br />43 <br />Executive Director to enter into a Burn Down Agreement with the City of Roseville as <br />44 <br />detailed (Attachment A). <br />45 <br /> <br />46 <br />Ayes: 7 <br />47 <br />Nays: 0 <br />48 <br /> Motion carried. <br />49 <br /> <br />50 <br />Ms. Kelsey briefly reviewed the three (3) different costs for lawn maintenance services as the <br />51 <br />properties, and the two (2) responses received. Ms. Kelsey advised that staff had verified that <br />52 <br />the provider had sufficient insurance to cover them, and that the HRA would be listed as an <br />53 <br />additional insured for liability and workers compensation issues. <br />54 <br /> <br /> <br />
