REQUEST FOR HRA ACTION <br />Date: 05-21-13 <br />Item No: 9a <br />Staff Approval: Agenda Section: <br /> Action <br />Item Description: Roseville Housing Replacement Program <br />Requested Action <br />1.0 <br />The RHRA should review the updated Roseville Housing Replacement Program and <br />formally adopt the program guidelines. <br />Background <br />2.0 <br />th <br />At the April 16 RHRA board meeting, the amended Housing Replacement Program <br />(HRP) was reviewed. The RHRA board raised several questions regarding the HRA <br />requirements for the program. Based upon that discussion, HRA staff requested Steve <br />Bubul, RHRA Attorney, to review the program and give his opinion to the criteria. Mr. <br />Bubul will be in attendance at the meeting and is planning on responding to the previous <br />questions the board had. <br />The updated HRP incorporates Strategic Plan Goals three (3) and four (4) which is to <br />create and maintain high-quality, sustainable sing-family housing options and prevent <br />and eliminate blight on individual properties, neighborhoods, and the entire community. <br />The following is some of the requirements of the updated HRP: <br />The new home must have Green Communities Concepts. If the new <br />home meets LEED, MN Green Communities Standards, or MN Greenstar <br />certifications then homeowner will receive $5,000 rebate. <br />Exterior materials (siding, soffit, doors and windows) should be low <br />maintenance and durable. <br />Unit height and mass of new home shall be compatible with the scale of <br />the surrounding neighborhood. <br />The dominance of the garage door must be minimized through placement, <br />architectural detail, door design and utilization and design of windows and <br />must adhere to City Code Chapter 1004.05(A). (This is a zoning <br />requirement). <br />The property shall have a new sanitary service lineinstalled to the City <br />sanitary sewer main consisting of schedule 40 PVC or equivalent. A new <br />PVC wye must be installed at the main.
