RosevilleLot/SaleReplacementProgram <br />APPLICATIONPROCESS <br />1.InterestedApplicant(abuilderwithanidentifiedbuyer hw abuyerwithanidentifiedbuilder hw a <br />builderwithoutanidentifiedbuyer)contactsHRAStafftoreceiveinformationabouttheprocess <br />andcriteria. <br />2.TheApplicantsubmitsaPreliminaryApplication,whichisreviewedbyHRAStaffforsuitability <br />totheHRABoard.ThePreliminaryApplicationincludesthefollowing: <br />thenforwarded <br />ApplicationForm&$500Fee(tobereturnedifapplicationisnotapprovedbyHRABoard) <br />CopyofsignedcontractorletterofintentbetweenBuilderandHomeowner(ifapplicable) <br />Proposedlot <br />DescriptionofGreenCommunityfeaturesandcertificationprogram(projectswithLEED,MN <br />GreenStar,orMNGreenCommunitiescertificationmayreceivea$5000rebatefromtheCity) <br />Nameandexperienceofbuilder <br />Preliminaryhouseplansincludingelevations,numberofbedrooms,baths,garagestalls;square <br />footage;materials;expectedmarketvalue,andanyuniquefeaturesoftheproposedhouse <br />Planforidentifyingabuyer(appliesonlytoApplicantswithoutanidentifiedbuyer) <br />3.PreliminaryApplicationisgiventoHRAStaffinaprearrangedmeetingtoensureApplicationis <br />readyforreview. <br />ThePreliminaryApplicationwillbereviewedwithin5workingdaysbyHRAStaff.Concernsthat <br />ariseduringthereviewwillbediscussedwiththeApplicant.HRAStaffhasthesolediscretionto <br />rejectoracceptanapplication.Ifmorethan1applicationissubmittedforthesamelotduringthe <br />fiveworkingdayreviewperiod,bothapplicationswillbereviewedandtheapplicationthatbest <br />meetstheprogramguidelineswillbeselected.Therejectedapplicationandfeewillbereturned. <br />IfthePreliminaryApplicationisaccepted,itwillbeplacedontheIw!x­agendatobereviewedfor <br />approval.Apublichearingwillalsobescheduledregardingthesaleoftheproperty. <br />IfthePreliminaryApplicationisrejected,theApplicantreceivestheapplicationandfeeback. <br />4.OncetheHRAStaffacceptsaPreliminaryApplication,theHRABoardwillholdapublichearing <br />atitsnextregularmeetingtoconsiderthesaleofthepropertywherethehousewillbebuilt. <br />IftheHRAapprovesthesaleoftheproperty,theywillthenreviewandtakeactiononthe <br />application.Iftheproposalisbyabuilderwithoutanidentifiedbuyer,thebuildermustattendthe <br />HRAmeetingtopresenttheproposal.Ifapproved,theHRAextendsaContractforPrivate <br />DevelopmenttotheBuilder/Applicant.Thecontractisastandardformthatincludesconditionsfor <br />acquisitionanddevelopmentoftheproperty.TheContractwillalsoestablishaminimumrequired <br />endvalueforthepropertybasedonconstructionestimatesprovidedbytheApplicant.The <br />BuilderorBuyerisexpectedtoagreetotheContracttermspriortotheclosing. <br />IftheHRArejectsthePreliminaryApplication,theApplicantreceivestheapplicationandfeeback <br />5.UponHRAapprovalofaPreliminaryApplication,ApplicantwillaskedtosubmitaFinalApplication. <br />Thelotwillbereservedfor30calendardays;noadditionalapplicationswillbeacceptedforthe <br />proposedlotwhileaFinalApplicationisbeingprepared.Applicantsusinganarchitect,HRAmay <br />grantadditionaldevelopmenttime. <br />Page4RosevilleHousingReplacementProgramDraftMay2013 <br /> <br />
