Call to Order <br />1 <br />Chair Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Boerigter, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair Daniel Boerigter; and Members Gerald (Jim) Olsen; Shannon <br />6 <br />Cunningham; Michael Boguszewski; John Gisselquist; with Member <br />7 <br />Peter Strohmeier arriving at approximately 7:40 p.m. <br />8 <br />Members Excused: <br />Member Jeff Lester (recently resigned, no longer a Roseville resident) <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />10 <br />3. Review of Minutes <br />11 <br />December 5, 2012 Regular Meeting Minutes <br />12 <br />MOTION <br />13 <br />Member Boerigter moved, seconded by Member Cunningham to approve December 5, <br />14 <br />2012, meeting minutes as presented. <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4. Communications and Recognitions <br />19 <br />a. From the Public (Public Comment on items not on the agenda) <br />20 <br />No one appeared to speak at this time. <br />21 <br />b. Public Hearing <br />24 <br />Chair Boerigter reviewed the protocol for Public Hearings and subsequent process. <br />25 <br />PLANNING FILE 13-001 <br />26 <br />Request by HostasDirect for approval of a commercial greenhouse as an INTERIM USE at <br />27 <br />691 Larpenteur Avenue <br />28 <br />Chair Boerigter opened the Public Hearing for File 13-001 at approximately 6:35 p.m. <br />29 <br />Associate Planner Bryan Lloyd briefly reviewed the request of HostasDirect at 691 Larpenteur <br />30 <br />Avenue. Mr. Lloyd noted that historically, this parcel was previously used as a commercial <br />31 <br />greenhouse/retail business space established prior to the adoption of the Roseville original <br />32 <br />zoning code, and had continued to operate at this location until relocating to a larger site in 2004. <br />33 <br />Mr. Lloyd noted that preparations had begun in October of 2012 to reconstitute this site as in the <br />34 <br />past; however, those preparations had been suspended once the applicant had become aware of <br />35 <br />the new zoning code provisions and application process required to seek an INTERIM USE for <br />36 <br />this site. Mr. Lloyd noted that Section 5 of the staff report was more applicable to the original site <br />37 <br />plan, rather than those revised plans submitted by the applicant addressing neighborhood <br />38 <br />concerns following expressed at a Neighborhood Open House held on December 4, 2012. Mr. <br />39 <br />Lloyd advised that the applicant had already taken measures to address public concerns about <br />40 <br />neighborhood aesthetics by minimizing any impacts from this commercial use since the original <br />41 <br />site plan submission. <br />42 <br />Mr. Lloyd reviewed the INTERIM USE process and adherence to original issuing conditions; with <br />43 <br />staff recommending approval of the propose INTERIM USE as conditioned and detailed in the <br />44 <br /> <br />
