Call to Order <br />1 <br />Chair Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Boerigter, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair Daniel Boerigter; and Members Gerald (Jim) Olsen; Shannon <br />6 <br />Cunningham; Michael Boguszewski; and John Gisselquist <br />7 <br />Members Excused: <br />Member Peter Strohmeier <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />9 <br />3. Review of January 2, 2013 Regular Meeting Minutes <br />10 <br />MOTION <br />11 <br />Member Boerigter moved, seconded by Member Olsen to approve January 2, 2013, <br />12 <br />meeting minutes as presented. <br />13 <br />Ayes: 5 <br />14 <br />Nays: 0 <br />15 <br />Motion carried. <br />16 <br />4. Communications and Recognitions: <br />17 <br />a. From the Public (Public Comment on items not on the agenda) <br />18 <br />No one appeared to speak at this time. <br />19 <br />b. From the Commission or Staff <br />20 <br />City Planner Paschke noted that tonight’ was Chair Boerigter’s last meeting and thanked <br />21 <br />him for his years of service. <br />22 <br />Chair Boerigter stated that it had been an interesting eight years, with his term now <br />23 <br />limiting out. <br />24 <br />5. Public Hearings <br />25 <br />Chair Boerigter reviewed the protocol for Public Hearings and subsequent process. <br />26 <br />a. PROJECT FILE 0013 <br />27 <br />Request by the Planning Division for approval of ZONING TEXT AMENDMENTS to <br />28 <br />Section 1010 Sign Regulations regarding temporary signs and freestanding <br />29 <br />canopy signage. <br />30 <br />Chair Boerigter opened the Public Hearing for Project File 0013 at about 6:35 p.m. <br />31 <br />City Planner Thomas Paschke briefly reviewed the request for two possible amendments <br />32 <br />to the Sign Regulations adopted in 2012; specifically regarding temporary signs and to <br />33 <br />add new language for canopy signs to that portion of the Zoning Ordinance, as detailed in <br />34 <br />the staff report dated March 6, 2013. <br />35 <br />Canopy Signs <br />36 <br />Discussion ensued regarding which of the four (4) sides of a canopy was considered the <br />37 <br />front, if a side may be more visible to the public and a preferred spot, with staff advising <br />38 <br />that the signage could be on any of the sides, with the calculation made on an allowable <br />39 <br />thirty (30) square foot signage total; suggestion by members for an on-site review by staff <br />40 <br />of existing businesses to determine non-conformities and/or impacts to those existing <br />41 <br />businesses with the proposed text amendment; current lack of signage on canopies <br />42 <br />based on previous code and/or interpretation of those old codes; potential excess of the <br />43 <br />allowed signage for canopies already in existence, but currently very limited in nature; <br />44 <br /> <br />
