Class II <br />Fast Food Restaurant (Staxbucks Coffee) with drive thru faciliries on the west <br />side of the former Frank's paxcel, 1800 Highway 36 (PF07-009). <br />i Item continued from March 12, 2007 meeting. <br />1.0 COUNCIL REQUESTED INFORMATION: <br />l.l Since the February 26 & March 12, 2007 City Council meetings, the City Planner has <br />reviewed the Council's request for additional information (including the urojected <br />�. ca�acity and number of cars idling and stacked at the drive-thru; number of cars <br />generated per day at the current Starbucks site north of Highway 36; landsca�e <br />Fg methods to screen headlights; traffc counts on frontage road; traffic for proposed <br />t� drive-thru bank; sense of current traffc counts for the daycare center; current and <br />;_� tirojected traffic on Fairview Avenue and County Road C; drive-thru peak hour <br />�� volume increase projected; and using u�dated traf�c counts from updated AUAR) <br />�? and has been working with Starbucks and RLK (consultant) on addressing the <br />�.; requested items. The findings are below: <br />� Gt <br />f� A The City Planner is unclear on the question regarding capacity, idling, and staking <br />; t:; — however, depending on the final design of the site for the Starbucks, specifically <br />�; the drive-thru lane, stacking capacity could range from 5 to 9 vehicles before they <br />�� would potentially effect internal circulation. <br />; i� <br />�{� <br />�� <br />?h <br />B The existing Starbucks drive-thru has an observed weekday AM peak volume of <br />105 vehicles entering and 127 vehicles exiting the premises, with an average wait <br />time of 3:37 minute. The observed weekday PM peak hour has 48 vehicles <br />entering and 77 exiting the premises, with an average wait time of 2:12 minutes. <br />C Concerning screening of headlights, the City Code would require that this site <br />screen vehicle headlights utilizing berming, landscaping and fencing or a mixture <br />thereof. The City Planner is well aware of potential impacts that vehicle <br />headlights can impose of adjacent residences and has been in discussions with <br />�t� Kimco Realty's consultant on a plan that addressed this item. However, it should <br />�>�:� be noted that the backyards of the adjacent residences lie across Fairview Avenue <br />5� at a distance of 250 feet (from Franks property line to residential structure) and are <br />�" heavily wooded. <br />y � <br />_9�� D The City does not have a traffic count for the frontage road. However, the <br />:3:� existing PM Peak Hour (as counted by SEH) is 321 vehicles. The proposed <br />3t� Franks redevelopment will add 398 vehicles at the PM Peak Hour far a total of <br />'> ; 719 vehicles.
