Public Works Director <br />Bryan Lloyd, Associate Planner <br />From: Debra Bloom, City Engineer <br />Date: September 5, 2007 <br />Re: Vacation of Rose Place right- of- way. <br />� <br />At the August Planning Commission meeting, a Public Hearing was held to consider the vacation of a <br />portion of the Rose Place right- of- way adjacent to 2574 Dunlap Street. The staff recommendation at that <br />time was to vacate this right- of- way to enable the property owners to construct a garage. Testimony was <br />taken at the Public Hearing raising concerns about the proposed vacation and how it would eliminate any <br />future connection of Rose Place to the neighborhood to the west. The property owner that spoke raised <br />concerns about how difficult it was to get out onto Leaington Avenue from Rose Place. In order to look into <br />this matter further and consider the feasibility of connecting Rose Place in the future, the Planning <br />Commission continued the hearing unti] the September meeting requesting that staff look into the matter <br />further and report back. <br />Previous Anprovals: <br />The townhomes that are located south of Rose Place and west of Lexin�ton Avenue were approved in 1984. <br />At that time the Public Works Director put together the attached memo. T11e memo lists the potential actions <br />for the public streets in this area. The recommendations discuss assumptions for the future redevelopment of <br />the manufactured home park (MHP) located to the north of Rose Place. This discussion makes it much <br />clearer to staff why the decision was made to not connect Rose Place to Dunlap Street at the time of the <br />townhome development. The main reason why the Rose Place cul- de- sac was constructed was because of <br />the potential for the MHP to be redeveloped into a major traffic generator. This traffic would not be <br />compatible with the single fa�r�ily homes located to tlle ���est. <br />Future Approvals: <br />The comprehensive plan shows the manufactured home park (MHP) as being guided to High Density <br />Residential (10 to 36 units/ acre). The parcel is 9.12 acres in siae. This could generate between 8] 0 to 2916 <br />trips/ day.
