, MEMO: 5/7/34 • • <br />T0; James Andre, City h4anager <br />FROM: Charles Honchell, Public jVorks Director <br />RE: Item B-4, Jone's Rezoning Request - 2551 No. Lexington Ave. <br />the Public Works staff strongly recommends that a decision on the method of <br />access to this area be determined at this time for the following reasons: <br />1) Tlie use of the land may require additionalright-of-way for cul-de-sac. <br />2) The intensity of :land use on the two underdeveloped parcels may be incom- <br />capable with the case of �unlap Street as an access street to serve that <br />property. <br />3) The watermain r�ust be built now to properly loop the system. <br />4) The city subdivision code requires the construction of all public roadways <br />(or the deposit of lZ times the value) at the time of approval. <br />5) The R-2 land requires access now for its construction. <br />6) Emergency vehicles cannot properly turn around on Bunlap or access the <br />trailer court at present. <br />Potential Actions <br />1} Defer street decisions until the future. The public works staff recommends <br />against this as stated above, <br />Suggested Conditions for Agreement to Use Rose Place <br />Right-of-Way for Private Roadway. (As per Planning <br />Commission Recommendation). <br />If this approach is chosen by the council, staff recommends a deveiopment <br />agreement to require the folllowing, prior to any action on the proposed <br />subdivision: <br />a�) Dedication of land for cul-de-sac(s). <br />b.) Deposit o£ lz times value of estimated cost of developer's share of <br />Rose Place as a public street. <br />c.) Construct pr�.vate road in accordance with city's development standards, <br />including adec{uate drainage facilities, curbing and turn-a-round <br />for emergency vehicles. <br />d.) SYatermain to be constructed from Lexington Avenue to Dunlap Street <br />to provide Iooped water service to proposed development. <br />2) Build Rose Place to Dunlap. This is the preferred decision, if the trailer <br />court is not expected to xedevelop intv a major traffic generator. <br />3) Build two cul-de-sacs at the end of Dunlap and on Rose Place. This fits <br />the proposed development of the rear off Fernwood and provides maximum <br />seperation of traffic from the variAUS parcels. It would require right- <br />of-way dedication, street construction and assessments at this time by <br />aIl the praperties involved, This is the preferred solution, if it is <br />assumed that the trailer court will develop into a major generator. <br />
