The tenant space shall be constructed and/or improved in a manner that does not <br />cause nuisances outside of the premises and which meets the City's noise <br />ordinance. <br />F. Pet waste will be handled in compliance with applicable building and/or health <br />code requirements. <br />PLANNING COMMISSION ACTION: <br />On December 7, 2007, the Roseville Planning Commission held the public hearing <br />regarding the PetSmart request. No residents were present to address the Commission. <br />8.2 The City Planner explained two conditions that should be amended to be consistent with <br />the request. The first correction was to correct the numbers in condition "A" from 108 <br />dogs and 15 cats to 108 dog kennels and 15 cat kennels. The second correction was to <br />condition "C" where the hours of which dogs/cats could be dropped off for kenneling, <br />grooming, and day care would be as early as 7 am. <br />8.3 Carol Lansing of Faegre and Benson (Applicants representative) reviewed PetSmarts <br />proposal in Roseville; provided details of pet boarding size and doggie day camp; <br />reviewed similar projects in Burnsville, Maple Grove and Eden Prairie; and spoke to the <br />two proposed condition modifications. <br />8.4 The Commission discussed the proposal with the City Planner and applicant specific to <br />the potential increase in traffic (minimal), noise (minimal to none), and odors/waste <br />removal (subject to permits), and services provided (growing demand). <br />8.5 The Planning Commission voted 7-0 to APPROVE the recommended ZONING TEXT <br />modification and 7-0 to recommend APPROVAL of the CONDITIONAL USE PERMIT <br />AMENDMENT for PetSmart with amended changes to condition "A" and "C", based on <br />the comments and findings of Section 6 and conditions of Section 7 of the project report <br />dated December 7, 2007. <br />PF07-063_RCA_011408.doc Page 6 of 7 <br />
