The "[s]ound levels from dogs barking at both locations were either not audible or <br />were below the ambient noise level, in all cases but one which was barely audible." <br />The PetsHotel design incorporates a"Pet Reliefl' room, i.e., a room with unique floor textures and <br />odors designed to encourage pet waste to occur in this room. Nevertheless, regardless of where in the <br />faciliry pet waste occurs, all pet waste is either flushed or washed directly into the sanitary sewer <br />system. <br />Pet Health and Safety <br />All PetSmart PetsHotels are members of the American Boarding Kennel Association (ABKA). All <br />ABKA members must affirm their commitment to quality pet care, comply with all applicable laws <br />and ordinances, and subscribe to the ABKA Code of Tthics, which establishes standard of conduct in <br />all aspects of their profession. <br />F,ach PetCare Specialist is trained in specialized pet care and must be re-certified annually as a safety <br />certified care giver. The facility utilizes double-door security systems and monitors pet guests 24- <br />hours a day. A veterinarian is always on-call. All pet guests must have proof of vaccinations and <br />each dog must pass a health and temperament assessment before participating in group playtime. <br />A video tour of a PetsHotel facility is available at petshotel.com. <br />COMPLIANCE WITH CUP CRITERIA <br />The staff report prepared at the time of the original CUP application concluded that the proposed pet <br />store, including boarding and day care facilities, met all the criteria that the City Council is to <br />consider when reviewing an application for a CUP. The information provided with this application to <br />amend the CUP reaffirms those findings. <br />Im�act on traffic: The pet store use is expected to generate similar volumes and peak hour <br />movements as the prior Comp USA tenant. 1'he additional trips generated by people bringing <br />their pets to the store f�or boarding will be negligible compared to existing traf�fic generated by the <br />shopping center. <br />Impacts on parks, streets and other public facilities: I'he pet store, including boarding facilities, <br />will have no appreciable impact on public facilities. <br />Compatibility: Staff appropriately concluded when evaluating the original application that a pet <br />store is an appropriate use for the site and is compatible with surrounding uses. As discussed <br />above, the pet boarding facilities will have no adverse traffic or environmental impacts for <br />surrounding uses and, thus, will have no adversc impact on market value of contiguous <br />properties. The inclusion of pet boarding and day care in other PetSmart stores has proven to be <br />compatible with other uses in shopping centers and in commercial districts. <br />3 <br />
