--- ---' <br />5.6 The property in question cannot be put to a reasonable use if used under conditions <br />allowed by the official controls: The applicants' house has functioned since its <br />construction without a discrete entryway. Like having a two-car garage, however, it is <br />reasonable to expect that a modern single-family house has alternatives to entering from <br />the outside directly into the living room. This gives homeowners the opportunity to <br />remove and stow shoes, jackets, and so on. The Planning Division has determined that <br />the property can be put to a reasonable use under the official controls if the <br />VARIANCE request is approved. <br />5.7 The pli�ht of the landowner is due to circumstances unique to the propertv not <br />created by the landowner: A front door that enters the living room is not unique to this <br />property, but it is a common characteristic among homes built in the 1950's as this one <br />was. As household needs have changed over time, Roseville has seen — and will continue <br />to see — many requests like this one that benefit the homeowner and the City by helping <br />to ensure that Roseville's residential properties continue to be updated and remain viable <br />in the metropolitan marketplace. The Planning Division has determined that the plight <br />of the landowner is due to unique circumstances not created by the landowner. <br />5.8 The variance, if �ranted, will not alter the essential character of the localitv: The <br />proposed addition will be carefully integrated into the design and style of the existing <br />house. The Planning Division has determined that the allowance of the requested <br />vARiA1vCE will not alter the essential character of the locality, nor adversely affect <br />the public health, safety, or general welfare of the city or adjacent properties. <br />6.0 STAFF RECOMMENDATION <br />6.1 Based on the comments and findings outlined in Section 5 of this report, the Planning <br />Division recommends aPPxovaL of Ms. Linell's request for a 7.5-foot vaxiaNCE to the <br />required principal structure setback from a front property line, established in § 1004.016 <br />(Residential Setbacks) of the City Code, to allow the construction of the proposed <br />addition on the property at 2028 Cohansey Boulevard, subject to these conditions: <br />a The proposed addition shall not extend more than 7.5 feet from the existing front <br />building wall and shall be consistent in form and size with the elevations and site <br />plans reviewed in this application, and; <br />b The vAx�ANCE shall expire 6 months of the approval date if a building permit is <br />not issued, pursuant to § 1013.03 of the City Code. <br />7.0 SUGGESTED ACTION <br />7.1 ADOPT VARIANCE BOARD RESOLUTION 75 APPROVING THE <br />REQUESTED VARIANCE to Section 1004 of the City Code that would allow the <br />proposed residential addition at 2028 Cohansey Boulevard, based on the comments and <br />findings of Section 5 and the conditions of Section 6 of the project report dated February <br />6, 2008. <br />PF08-002 RVBA 020608 <br />Page 3 of 4 <br />
