� <br />"Exhibit C" <br />-� <br />THE NARRATIVE: <br />We are applying for a variance for the property of 358 McCarrons Boulevard South, Roseville, MN <br />55113. <br />We propose to remove the existing single-car garage on the front (lakeside/northern) of the house and <br />build a new two-car garage and expand the driveway for this wider garage. This will require variances for <br />the following issues: <br />1) Encroaching on the front lot setback. <br />• Required Front Setback is 30'-0". <br />The new garage on the Proposed Plan, at its nearest point to the property line is 29.51 %et. <br />2) Exceeding the allowed lot coverage of impervious surfaces. The existing impervious surface already <br />exceeds the percentage allowed of 30%. A slightly wider driveway is required for the new wider <br />garage and new safer stairs and sidewalks on the sides and front of the new proposed garage. <br />• Allowable impervious is 30% of the lot square footage. <br />• The total existing in7pervious surface is 41.3% of the lot. <br />• The total proposed impervious surface will be 48.6% of the lot; of which: <br />0 3.9% is an increase (not to exceed 447 sq. ft.) of proposed sidewalks, stairs, and <br />landscaping. <br />0 3.2% is an increase of driveway size. <br />0 0.2% is an increase of the garage itself. <br />The existing house was built with a single-car garage, tuck-under style. An additional single-car garage <br />was added, in tandem, in later years. This layout, however, does not allow for easy removal of a vehicle <br />fi-om the ls` stall when another vehicle is parked in the 2°d stall, does not allow for adequate storage of <br />necessary lawn, garden and maintenance equipment, and most importantly does not provide adequate off- <br />street parking. <br />Since there is no on-street parking allowed directly in front of the residence, on McCarrons Boulevard <br />South, nor in the rear alley, and the driveway is not wide enough to accommodate two vehicles, moving <br />vehicles is an extremely difficult and arduous process. There are also safety concerns with backing out <br />onto McCarrons Boulevard South, just to move a car. <br />The existing garage addition was poorly built and is deteriorating, and needs extensive structural repairs <br />or• replacement at this time. <br />Variance approval for exceeding impervious surface coverage will help improve general safety and access <br />to the home, simplify parking, improve upon the drainage of the property to be more appropriate with <br />today's water-shed expectations, eliminate current water drainage problems that are causing deterioration, <br />and ease the removal and distribution of snow. <br />The homeowner is exploring a rainwater collection system and rain gardens with the new landscaping in <br />an effort to help redistribute rainwater that would otherwise be shed off the lot due to added impervious <br />stu•face coverage. <br />
