<br />THE ADOPTION OF RATE
<br />ORDERS BY THE NORTH
<br />SUBURBAN
<br />COMMUNICATIONS
<br />COMMISSION
<br />The Nonh Suburban Communicalions
<br />Commission (the "Commission"), on
<br />behalf of its member cities of Arden
<br />Hills, Falcon Heights, Lauderdale, Little
<br />Canada, Mounds View, New Brighton,
<br />North Oaks, Roseville, S�. Anthony, and
<br />Shoreview, Minnesota, issued rate
<br />orders on February 7, 2008, permitting
<br />Comcasfs mazimum permined basic
<br />service, equipment and installation
<br />rates to function as a rate ceiling dunng
<br />the period from June 1, 2007 to May 31,
<br />2008. Basic service consists of over-
<br />ihe-air broadcast stations, public,
<br />educational and government access
<br />channals, and any other programming
<br />Comcast chooses to add to its basic tier
<br />of service. The Commission does not
<br />re9ulate ihe rates for any programming
<br />not carried on ihe basic service tier,
<br />including (but not limited to)
<br />programming offered on a pay-per-
<br />channel or pay-per-program basis.
<br />Under federal law, the rates for all
<br />programming not included in tha basic
<br />service tier are unregulated.
<br />Pursuant to the Commission's rate
<br />orders, Comcas� may not charge any
<br />rates for basic service, equipment and
<br />installation tha� are higher ihan the
<br />maximum permitted rates set forth in its
<br />March 1, 2007, rate filing, unless those
<br />rates are first filed with and approved
<br />by ihe Commission. Comcast may,
<br />however, charge rates for basic
<br />service, equipment and installation
<br />which are less ihan the maximum
<br />pertni�ted rates established in its rate
<br />filin9. Under federal rate regulation
<br />rules, Comcast may appeal the
<br />Commission's rate orders lo the
<br />Federal Communications Commission.
