The findings below update and incorporate tl�e <br />report prepazed by The Malin Group dated December 14, 1994. <br />Dear Ms. Kuruppillai: <br />In accordance with our engagement letter dated August 2, 1994, as amended on March 21, 1997, <br />we have completed the study referenced above. Below is a summary of our findings and the <br />reasoning behind our conclusion. <br />CONCLUSIONS <br />Sexually oriented businesses, specifically those that offer or advertise live entertainment and <br />operate as adult cabarets, currently exist in the city of Dallas. Many of these businesses are <br />located by themselves away from other SOBs while in some areas of the city they can be found <br />concentrated in one area. <br />In our December ]4, 1984 Report ("The Report") we found that SOBs have both a real and a <br />perceived negative impact on surrounding properties. In such azeas, crime rates are higher and <br />property values are lower and/or the properties take longer to lease or se1L Our study has found <br />that the higher the concentration of these businesses in one locale, the greater their impact on the <br />neighborhood. <br />^ 06/12/97 15:30 T'X/RX N0.5591 P. <br />
