0 <br />---�. <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />� ���� <br />DATE: 5/12/2008 <br />ITEM NO: <br />City Manager Approval <br />Item Description: Consideration of Resolution Establishing Findings to Deny the Request by <br />Red Dog Holdings LLC (d/b/a Cash N Pawn) for a Co1vn�T�o1vAL USE <br />PEwH�T to allow an pawn shop in the existing building at 2181 — 2195 <br />Snelling Avenue (PF08-014) <br />� 1.0 REQUESTED ACTION <br />� 1.1 Based on the motion of Apri128, 2008, the Roseville City Council should consider the <br />s adoption of a resolution to deny the request by Red Dog Holdings LLC, for a CONDITIONAL <br />� USE PE[ttvt�T to allow a pawn shop in the existing building at 2181 — 2195 Snelling Ave. based <br />F on findings of fact as contained in said resolution. <br />� 2.0 BACKGROUND <br />i 2.1 On Apri128, 2008 the Roseville City Council voted to deny the request by Red Dog Holdings <br />�? LLC, for a CoND�T�oNAL UsE PERIvt�T to allow a pawn shop in the existing building at 2181 — <br />� 2195 Snelling Avenue. <br />��0 2.2 <br />i1 <br />�� � 2.3 <br />�� <br />� �, <br />��5 <br />��� <br />At the Apri128`h meeting, the City Council directed staff to bring back a resolution <br />establishing findings to support the denial of the CUP request. <br />The City Attorney has drafted a resolution that asserts findings for the Council to use as the <br />rationale for denying the CUP request. Specifically, the resolution states that the City Council <br />finds: <br />a. That the proposed use will have an adverse impact on market value of surrounding <br />properties; <br />� � b. That the proposed use would have an adverse impact on public facilities in the area. <br />�s <br />19 <br />20 2.4 <br />c.
