4.O BACKGROUND
4.1 Meritex Enterprises owns and manages the large multi-tenant building at Walnut Street
and Terminal Road, referred to as Highcrest Park. This property and the vacant
triangular piece located east across Walnut Street have a zoning of General Industrial (I-
2) and a Comprehensive Plan designation of Industrial (I).
4.2 The FMCA desires to utilize the Highcrest Park parking lot as a staging area for families
attending the convention and directing families from Interstate 35W to the Highcrest
property and from the Highcrest site to the Minnesota State Fair grounds via temporary
signs placed at 6 specific intersections in Roseville.
4.3 Such a use (temporary parking of motor coaches) may be deemed a permitted use within
the I-2 Zone. However, to adequately address this use and the temporary placement of
directional signs (prohibited under the Sign Regulations section of the City Code) an
INTERIM USE PERMIT is required.
SA INTERIM USE PERMIT APPLICATIONS
5.1 Section 1012.09 (Interim Uses) of the City Code establishes the regulations pertaining to
INTERIM USE PERMITS.
a. Section 1012.09A states: The Ciry Council may autlzorize an interim use of property.
Interim uses may not be consistent with the land uses designated o1 the adopted Land
Use Plan. They may also fail to meet all of the zoning standards established for the
district within xlTich it is located.
b. Section 1012.09B states: The City Council may attach conditions to Interim Use
Permits. In reviewing Interim use Permit applications, the City will establish a
specific date or event that will terminate the use on tlze property. The Council will also
determine that the approval of the interim use would not result in adverse effects on
the public health, safety, and general welfare, and tlaat it will not impose additional
costs on the public if it is necessary for the public to take the properry in the future.
G.O STAFF COMMENTS
6.1 The IUP request is prompted by the FMCA annual Convention and their desire to have a
holding area and temporary directional signage within Roseville. Although the Planning
Division can find nothing in the Industrial Districts requirements that would specifically
prohibit the staging or holding of motor coach vehicles on a temporary basis, the
determination was made that it would be in the best interest of Meritex Enterprises,
FMCA, and the City to require an INTERIM USE PERMIT.
6.2 A motor coach is a bus-like motor home with many amenities and comforts. These
vehicles are self-sufficient (including cooking, sleeping, toilet, and shower facilities) and
should not be confused with a camper.
PF08-021 RPCA 060408.doc
