Draft Planning Commission Minutes Attachment F <br />t PLANNING FILE 08-024 <br />� Request for Approval of a GENERAL CONCEPT PLANNED UNIT DEVELOPMENT for Presbyterian <br />� Homes to expand their office building at 2845 Hamline Avenue <br />�� Chair Bakeman opened the Public Hearing for Planning File 08-024; and reviewed the Public Hearing <br />� process. <br />� Associate Planner Bryan Lloyd reviewed staff's analysis of the request by Presbyterian Homes to expand <br />i their office building at 2845 Hamline Avenue (at Centennial Drive), through construction of an addition of <br />a approximately 27,000 square feet, along with formal lobbies, conference rooms, staff resource areas, and <br />� space for employee training seminars. <br />� o Mr. Lloyd addressed parking issues; and significant concerns and potential resolution of the proximity of <br />�? building to southern property line through realignment of the property line with that of the adjacent <br />� 2 shopping center through conditions of a development agreement. <br />�:3 Staff recommended APPROVAL of the requested GENERAL CONCEPT PLANNED UNIT <br />�� DEVELOPMENT, subject to conditions detailed in Section 7 of the staff report dated July 2, 2008. <br />� 5 Discussion included current underperformance of the shopping center and future visibility of the shopping <br />1�3 center with this application; support of the shopping center property tenants of this project; impacts of the <br />i� shopping center property based on the 2030 Comprehensive Plan; parking requirements of the shopping <br />�� center now and in the future and related parking requirements for office/shopping center use versus high- <br />19 density residential use; sidewalks; location of the trash enclosure on Hamline and review of that location <br />2o by the Design Review Committee (DRC); development of a cross-parking agreement to address future <br />2'� opportunities with adjacent property uses; potential arrangement for periodic use of parking for training <br />2� sessions and other options to accommodate additional parking for those events; and rehabilitation/future <br />'?3 improvements of the parking lot, and broader plans pending. <br />2: Further discussion included the extent for sustainable or green design elements; and cross-parking <br />z� easements and/or agreements pending property transfers; and the need for the south property line to be <br />'��� realigned to accommodate a ten foot (10') building setback. <br />%�� Applicants, Valerie Alt, owner representative of Presbyterian Homes and Services (PHS); and Deb <br />2<� Zarbok, Senior Housing Partners (Development Arm of PHS) <br />�'? Ms. Alt provided a brief review of the growth of Presbyterian Homes, and new assisted living and hospice <br />3o care initiatives for future operations; fitness center for employees to facilitate wellness programs; and <br />`�' training opportunities for education and learning on a periodic basis. <br />:� � Ms. Alt reviewed parking considerations for existing tenants of the Hamline Shopping Center and the <br />�3 o�ce building, and parking agreements with Roseville Covenant Church; and briefly addressed possible <br />3�: future expansion for senior housing redevelopment of the current Shopping Center. <br />3� Ms. Alt advised that rain gardens and more green space in the parking lot were proposed to mitigate <br />3o parking lot runoff and for aesthetic purposes; however, noted that substantial sustainable design was <br />3� di�cult in this commercial project, and referred additional questions and comments to the project's <br />33 architect. <br />3� Roland Swenson, JSSH Architects, Architect for Presbyterian Homes <br />�to Mr. Swenson reviewed components of the existing building, and proposed addition relative to energy <br />=+ i efficiencies; rooftop mechanical units; occupancy sensors for lighting, ADA compliance of the new <br />=�? addition and incorporation into the existing structure; insulated glass; centralization of corporate staff on <br />t� one site; and exterior elevations to coordinate with the existing structure, while providing more visual <br />aa interest. <br />a:� Discussion included roofline materials and life expectancy of the existing mansard metal roof; inclusion of <br />4� two (2) elevators in the building addition centrally located at the main entrance, and maintaining the same <br />4� floor level as the existing building to allow ease of circulation and make the building fully accessible; on- <br />�t:3 grade walkthrough and power handicapped entrances; and new restroom facilities and common areas. <br />a:� Commissioners confirmed with the applicanYs representatives that the building would remain on the tax <br />5o rolls, as noted on Attachment C of the project report; willingness to proceed with a cross-parking <br />5� agreement when indicated and staff's request that parking conditions be as broad as possible to allow <br />�? flexibility for other alternatives not yet considered; confirmation that there was a sidewalk already in place <br />� • Page 1 of 2 <br />
