Two-Step Land-Use Decision Process <br />Roseville Community Development Department <br />'I'wo land-use decision-making processes require <br />two decision actions by the City Council. <br />These include: <br />■ Replatting (subdivision > 4 parcels) <br />■ Planned Unit Developments <br />The initial step asks the Council to render a <br />decision on a concept or preliminary design. <br />Often replatting and planned unit developments <br />are larger-scale projects and have numerous <br />conditions placed on them by the City Council. <br />The second step asks the Council to make a <br />decision on the final design and/or layout based on <br />the requirements identified in the preliminary/ <br />concept approval <br />Step One—Preliminary/Concept Approval <br />A property owner or developer submits and <br />application to the City and staff reviews it for <br />completeness, the Development Review <br />Committee (DRC) discusses the application and <br />prepares a written report for the Planning <br />Commission, and the Planning Commission holds <br />the public hearing and makes a recommendation <br />to City Council. Finally the Council takes up the <br />case either approves or denies the request. <br />Step Two—Final Approval <br />The property owner or developer submits an <br />application and staff reviews it for completeness. <br />Once deemed complete, DRC reviews the project <br />against the conditions placed on it during its initial <br />approval to determine if it meets these established <br />requirements. Staff completes a report for the City <br />Council, which either approves or denies the <br />request.
