��s <br />�� <br />November 18, 2009 <br />Mark Fabel <br />McGough Development <br />2737 Fairview Ave N <br />Roseville, MN 55113 <br />RE: Future Uses on the PIK Site <br />Dear Mr. Fabel: <br />In a recent conversation, you inquired as to what uses could theoretically be located on the PIK site. <br />The following letter details the uses that are allowed on this property through the Comprehensive Plan <br />and the Zoning Code. <br />Comprehensive Plan Designation <br />On October 26, 2009, the City adopted its 2030 Comprehensive Plan. In this plan, the City guides the <br />Twin Lakes redevelopment area, which includes the PIK site, as Community Mixed Use. The <br />Community Mixed Use future land use category allows for a wide range of uses, including Medium- <br />and High-Density Residential, Office, Community Business, Institutional, and Parks and Open Space <br />uses. Industrial uses are not included in the land-use mix for this district. Attached to this letter are the <br />definitions of the City's future land use categories that provide specific details far each of the future <br />land use categories referenced in the Community Mixed Use category. <br />Zoning Designation <br />The City is required by the State to make its official controls, including zoning, consistent with its <br />Comprehensive Plan within nine months of the City's adoption of the plan. Currently the City does <br />not have a zoning district that is consistent with the future land use designation. The City is <br />commencing a zoning update and rezoning process that will create an appropriate zoning district for <br />this area. Until that process is completed, a definitive list of uses cannot be provided for this site. <br />Currently, the PIK site has split zoning—the northernmost parcel is zoned I-1 and the remaining <br />parcels are zoned I-2. This designation is inconsistent with the Future Land Use designation. In order <br />to have an industrial use, such as truck storage or warehousing, locate on this site, you would need to <br />apply for an interim use for the site. Staffwould not be supportive of granting an interim use for this <br />site that is inconsistent with its future land use designation, and recent council action would not bode <br />well for this type of request. Earlier this year, a land owner requested an interim use to store truck <br />trailers on their site. In this case, staff recommended approval of the interim use at this site as some <br />facts of this case were in quesrion between the property owner and the City (e.g. continuation of a <br />City of Roseville 2660 Civic Center Drive Roseville, MN 55113 <br />� ^ <br />
