part of the structure can be replaced by an entrance as tenants change in the future. <br />Planning Division staff continues to believe that a public entrance on the eastern side of <br />the building for pedestrian access from Lexington Avenue deserves consideration. <br />6.4 Part of the proposal includes a 6-foot-tall, wooden privacy fence on the western end of <br />the parking area to buffer the adjacent residence from the parking lot activity. The <br />proposed fence would likely provide adequate screening; a taller one (up to 8 feet in <br />height) might do a better job, but might also feel more imposing. Planning Division staff <br />has sent a letter to the residential property owners to seek their opinion on whether they'd <br />prefer the more "neighborly" feel of the proposed fence or something a little taller. No <br />response had been received at the time this report was written, but the applicant <br />appreciates that staff is trying to work through this issue before offering a <br />recommendation on the height (and perhaps the style) of the fence. <br />7.0 COMMUNITY OPEN HOUSE <br />The applicant held the required open house meeting on January 20, 2009 at the home that <br />would be demolished as a part of the proposal. A summary of the open house is included <br />with this staff report as Attachment F; the attendees did not seem to have any concerns <br />about the proposed GetvErtAL CotvcEPT PUD that have not been addressed. <br />8.0 <br />8.1 <br />STAFF RECOMMENDATION <br />Based on the comments and findings outlined in Sections 4-5 of this report, the Planning <br />Division recommends approval of the requested ttEZOtv�NG. <br />8.2 Based on the comments and findings outlined in Sections 4-7 of this report, the Planning <br />Division recommends approval of the request for an GENERAL CONCEPT PLANNED UNIT <br />DEVE�oPMetvT to allow the proposed redevelopment, subject to the following conditions: <br />a. <br />b. <br />� <br />the applicant shall continue to work with staff to determine the appropriate <br />location of the southeastern corner of the proposed building; <br />collection of refuse and recyclables from a detached enclosure shall not occur <br />prior to 7:00 a.m.; and <br />the applicant shall continue to work with staff to determine how best to screen the <br />adjacent residential property from parking lot activity. <br />9.O SUGGESTED ACTION <br />9.1 By motion, recommend approval of a REZON�NC of the parcels at I 126 Sandhurst <br />Drive and 1167 Lexington Avenue to PUD from R-1 and B-3, respectively, based on the <br />comments and findings of Sections 4-5 of the project report dated March 4, 2009. <br />9.2 By motion, recommend approval of a GENE[tA[.
