Mulloy <br />President <br />Mulloy Environmental Services, Inc. <br />Air Qualitv, Requlatorv and Reportinq Services <br />� <br />Pat Mulloy's 25 years environmental expertise includes developing state and federal air <br />permits, and permit modifications, various aspects of New Source Review and Prevention <br />of Significant Deterioration projects, Hest Available Controi Technology review, and <br />Section 112(g) Review. He has also worked on NPllES pennits and has helped clients <br />obtain variances from state water quality standazds. Pat Mulloy has a demonstrated track <br />rec:ord working with regulators to expedite permits for his clients and [o maximize their <br />flexibility. Experience negotiating regulatory agreements for state agencies and writing <br />state rules has made him an effective advocate for business. <br />Regulatory experience includes developing [he Minnesota State Implementation Plan <br />(SIP) for Sulfur Dioxide and Particulate Matter nonattainment azeas, tHe Minnesota New <br />Source Review program, the Minnesota Offset Rule, and other rules and SIP revisions <br />related to air quality issues. Also negotiated administrative agreements between federal, <br />state, regional and local units of govemment, developed flexible permitting approaches, <br />and expedited regulatory agreements. <br />_ Project Management experience has included managing state-wide and multi-state <br />programs, evaluating vazious project proposals, prioritizing projects for funding, and <br />monitoring project performance to ensure compliance with funding goals. Project <br />evaluation has required technical understanding of various environmental restoration <br />approaches and an understanding of vazious agency funding requirements. Project <br />development has involved �qorking with multiple funding sources, agencies, <br />governmentat units, businesses and citizens' groups. One project that won national <br />recoguition involved coordinating agencies from two federal regions, two states, five <br />counties, several cities and a citizen's group. <br />Air Qualitv <br />• Air Dispersion modeling for an air toxic review for a Texas facility that <br />manufactures and reconditions off shore oil rigs (2010). <br />• Environmental assessment and air toxics review for a Minnesota facility that <br />processes recovered light bulb glass (2010). <br />• Air permitting, air compliance for Minnesota Tribal Community (2005 — 20 L 0). <br />• Air Perniitting, environmental compliance for Minnesota malting facility (2002 — <br />2010). <br />• Air permits for two Minnesota non-metaliic minerals processing plants (2010). <br />• Air Permit, process environmental review, for Minnesota Boat manufacturer <br />(2010). <br />• Air permits for four furniture plants in Kentucky and Minnesota (2007 - 2009). <br />• Air Permit assessment for Minnesota t�vcking firm (2009 — 2010). <br />
