What is the environmental impact of the over-spray of Asphalt Release and what are the impacts <br />if this is discharged to stormwater? <br />Wilt vehide and equipment washing acwron site and where will that water 6e discharged7 a <br />determination should be made as to whether these waters may be discharged to a stormwater pond or <br />whether trucks should'x washed on concrete pads wlth a means for collection of the water and <br />appropriate off•site management. In addition, the stormwater permit should requlre that wash water <br />be recyded. <br />Warm Mix Asphalt <br />The EAW mentions that Bituminous Roadways eventually intends to change this facility from a hot mix <br />asphalt plant to a warm mix asphait plant. There is no inditation of the timing of this tonversion. The <br />EAW does not appear to addreu the environmental impacts of warm mix asphalt. <br />Cumulative Potential Effects <br />� <br />The cumulative potential eNects analysis in ihe EAW should be revised based on the actual use of the <br />adjacen[ buildings rather than simp�y assuming industrial use. We also request that the potential <br />cumulative inhalation health risk estimates from B(rominous Roadways and monitored data indude the <br />impacts on the office and warehouse workers in the buildings adjacent to the proposed pro}ec[. �" <br />CORCIUS�OIt <br />The EAW is deficient in that it does not provide enough information for Glatlstone, and other members <br />of the p�blic, to evaluate whether an Environmental impact Statement should be requlred. 7he EAW <br />makes intorrec[ assumptions about uses in the neighborhood and fails to take into accou�t sensitive <br />uses at Gladstone's building and those at nearby commercial locations. The EAW fails to consider the <br />environmen[al impacts of ali activities at the Bituminous Hoadways site on Glads[one's building and <br />surrounding properties. Bituminous Roadways has not addressed background levels of noise, air and <br />water pollution and has not considered the impatt of the proposed faciliry on tbese 6ackground levels. <br />The proposed eituminous Roadways facilitys impa�ts on noise, odor, parttculate matter emisslons, <br />stormwater and the cumulative effeds have �ot been adequately evaluated. The proposed standards <br />referenced in the EAW are inadequate and do not protect the public health and the environment.
