CAREW, Star Tribune <br />Last update: October 11, 2010 - 9:16 PfVI <br />The Roseville City Council adopted an ame�ld�nent to <br />its city code Monday night that ���ould specifically bar <br />asphalt plants from operating within the city limits. <br />The action ���as prompted by a 16-month-old pennit <br />application to build a storage unit at a proposed <br />asphalt plant in one of the city's industrial zones. It <br />has draw�n strong opposition fi-om citizen groups <br />and council members. <br />That proposal now hangs in limbo, as the city <br />attorney and an attorney representing Bitwninous <br />Roadwa} s lnc. disagree on �vhether the ne��� <br />amendment �iould apply to the current plant <br />proposal. <br />"It's a legal question 1 don't tl�ink anyone can <br />definitively answer tonight," said Roseville Mayor <br />Craig Klausing during the meeting. <br />The city is currently in the process of updating much <br />of its zoning code, said Patrick Trudgeon, <br />community development director. <br />Advertisement <br />s �. <br />��. <br />� � ��� <br />. 1'' - <br />�. <br />.� � L�i�:�.li�.i�t,�,�;: <br />r ` Point your <br />�, � mo�ile brows�er to <br />' : http:/!$fartribune.com <br />"We had anticipated including some more precise <br />language, and having some more discussion about <br />what �vould be acceptable uses, and �vhat ���ouldn't <br />be," he said before the meeting. <br />Because the process ���as eapected to take several <br />u�onths, Trudgeon said the city decided to write the <br />amendment addressing the industrial zoning issues <br />immediatel}'. <br />The city's 2030 Comprehensive Plan emphasizes the <br />need for environmentally friendly businesses, he <br />said. <br />The ne��� amendment includes 15 industrial <br />processes that �vould be p►-ohibited. The first item on <br />that list is "asphalt plant, batch or other."
