� � <br />building for a laboratory, equipment maintenance, storage and offices; and crushing <br />operations. <br />2. The property which is the subject matter of the Bituminous Roadways Application is <br />zoned I-2 General Industrial District ("I-2 Zoned District"). At the time the <br />Bituminous Roadways Application was filed with the City, Section 1007.015 of the <br />Roseville City Code allowed laboratories for research and quality control and <br />physical sciences and heavy manufacturing and repair as permitted uses in an I-2 <br />Zoned District ("Original Ordinance"). Asphalt Plants are not designated as a <br />permitted use in an I-2 Zoned District in Section 1007.015 of the Original Ordinance. <br />The storage of enclosed or screened materials and the storage and distribution of <br />chemicals required a Conditional Use Permit under Section 1007.015 of the Original <br />Ordinance. Crushing operations are not an allowed use in an I-2 District under <br />Section 1007.015. <br />3. In addition to the general requirements set forth in Roseville City Code Section <br />1007.015, Roseville City Code Section 1007.01 provides that certain minimum <br />requirements shall apply to all buildings that may be erected, converted or structurally <br />altered in industrial districts and the development of industrial land, including certain <br />performance standards set forth in Section 1007.01 D. <br />4. Section 1014.01 of the Roseville City Code provides that the Planning Commission <br />and City Council should consider the following criteria in determining whether to <br />grant a Conditional Use Permit: <br />A. Impact on traffic. <br />B. Impact on parks, streets and other public facilities. <br />C. Compatibility of the Site Plan, internal traffic circulation, landscaping and <br />structures with contiguous properties. <br />D. Impact of the use on the market value of contiguous properties. <br />E. Impa.ct on the general public health, safety and welfare. <br />F. Compatibility with the City's comprehensive plan. <br />5. On October 11, 2010, the Roseville City Council amended Section 1007.015 of the <br />Roseville City Code by, among other things, specifying that an Asphalt Plant was a <br />non-permitted use in an I-2 Zoned District ("Amended Ordinance"). The Amended <br />Ordinance was published on October 19, 2010, at which time it became effective. <br />6. The use of the subject property for an Asphalt Plant is not allowed under Section <br />1007.015 of the Amended Ordinance. <br />7. The Asphalt Plant proposed by Bituminous Roadways consists of several <br />components, including the manufacturing of asphalt, the outdoor storage of <br />aggregates, the storage of chemicals and material in sealed tanks and crushing <br />operations. While some components of the Asphalt Plant proposed by Bituminous <br />Roadways may be allowed as a permitted use under Section 1007.015 of the Original <br />� <br />
