--� <br />The Honorable Mayor Craig Klausing <br />City Council Members <br />October 11, 2010 <br />Page 4 <br />� <br />heavy manufacturing uses, uses which manage chemicals, uses which could have air emissions <br />are still authorized within the industrial zone. <br />Certain segments of the Comprehensive Plan have been identified as the basis for singling out <br />the asphalt plant use as a non-permitted use suggesting that asphalt plants can't meet those <br />segments. This is not the case: <br />a) Land Use Goal No. 4. "Protect, improve and expand community's natural amenities and <br />environmental quality." A state of the art modern asphalt plant utilizing environmental <br />controls developed in response to a thorough EAW, compliance with current performance <br />standards, and an effective air emissions permit is prevented from adversely affecting <br />Roseville's natural amenities and environmental quality. <br />b) Land Use Goad No. 12. "Minimize the potential negative impacts of high intensity <br />employment uses." A well regulated state of the art asphalt plant is designed and <br />intended to minimize negative impacts by the use of environmental controls not found in <br />earlier plants. <br />c) Economic Development and Redevelopment Goal No. 4. The proposed asphalt plant will <br />be a productive use of the property. The CUP will assure it will provide a significant <br />improvement to the current aesthetic. The plant will thus strongly support the <br />construction economy in the City and its vicinity. <br />d) Economic and Development and Redevelopment Goal No. 6. "Integrate an <br />environmental stewardship practice to commercial development." State of the art asphalt <br />plants utilize significant environmental stewardship practices including utilizing the <br />"warm mix" process, managing stormwater on site, recycling bituminous pavement <br />materials which would otherwise be wasted, and capturing air emissions. <br />e) Environmental Protection Goal No. 1. "Protect, preserve and enhance Roseville's water, <br />land, air and wildlife resources for current and future generations." A state of the art <br />asphalt plant will, through both the City's performance standards and state permits, meet <br />all of these considerations in the same fashion as some of the remaining uses that are <br />authorized within the industrial district. <br />� Environmental Protection Goal No. 5. "Ensure the City takes a leadership role in <br />environmentally friendly property development, redevelopment and maintenance <br />practices." Development of an asphalt facility utilizing state of the art practices in <br />conformance with the City performance standards would allow the City to demonstrate <br />its commitment to industries which improve their environmental stewardship by <br />developing upgraded facilities with significant improvements to environmental <br />compliance and management. This would give the City credit as a leader in helping the <br />asphalt industry upon which the City is substantially relying to transform its operations to <br />state of the art modern facilities. <br />
