<br />The impacted citizens, businesses or communities were not, in my opinion,
<br />properly notifed and there was no attempt at reasonable environmental review.
<br />Our city government tried to allow a plant proposing to supply 300,000 tons of
<br />asphalt per year and generating toxic emissions of particulates, VOCs, carbon
<br />monoxide, and lead to be located near our elementary school, our retail cen-
<br />ters, our day care centers, our restaurants, and our community center, with no
<br />environmental review.
<br />An asphalt plant is not a simple manufacturing effort; its poisons are distributed
<br />by the prevailing winds across our area as well as to our nearby communities of
<br />St. Anthony, Falcon Heights, and Lauderdale. Given the huge environmental
<br />impact to our neighborhoods from the manufacturing, hauling, and crushing of
<br />asphalt, our city government's effort to slip this approval 'under the radar' with-
<br />out fully notifying the entire area or making any attempt at environmental re-
<br />view to protect the health and safety of the residents and the environment is
<br />unconscionable.

<br />Two days after the Council meeting Roseville's Department of Community Developmen[ an-
<br />nounced tha[ it was posting a new web page for the Asphalt Plant project on the city's web
<br />site: www.ci.roseville,mn.us, then dick on Departments, go to Community Development, then
<br />click on Proposed Developmen[. Under Bituminous Roadways Outdoor Storage you will be able
<br />to find council minutes, staff reports for future meeting, and other related documents as they
<br />become available. Also any future council mee[ing announcements on [his nei9hborhood issue
<br />will be posted there.
