The SWARN is an <br />occasional newsletter <br />published by a group <br />of Roseville residents <br />of SW Roseville (that <br />portion of Roseville <br />south of Highway 36 <br />and east of Snelling <br />Avenue). The <br />volunteer editor of <br />this edition is Gary <br />Grefenberg, 91 Mid <br />Oaks Lane, Roseville. <br />This newsletter will <br />be distributed <br />electronically and <br />, door-to-door as the <br />' issue warrants. <br />� <br />If you'd like to <br />receive this <br />newsletter via e-mail <br />please e-mail your <br />name, address, and <br />e-mail address to <br />ggrefenberg@ <br />comcast. net. <br />-�. <br />.-. <br />Lack of Transparency?: At their May 18t'' meeting the City Council heard I <br />the Planning Commission's recommendation to approve the asphalt plant. <br />After the May 6th Planning Commission public hearing - at which no one <br />showed up - the Commission approved the proposal on a 4-2 vote, <br />Commissioners Gottfried and Wozniak opposing it on environmental � <br />grounds. One Planning Commissioner noted the lack of neighbors present �I <br />as confirming his impression that there was no community opposition to the � <br />proposed asphalt plant. <br />At its May 18th meeting the city council wisely decided to give more time ' <br />for the public to become aware of this proposal, and it also referred it to the , <br />Public Works and Environment Commission for review. Only Mayor Klausing <br />voted against the motion. The effort to grant additional time was led by <br />council members Pust and Ihlan. <br />Public Works and Environment Review: This Roseville residents met on <br />May 26 and did a thorough vetting of the asphalt plant proposal from an <br />environmental perspective. They asked for more information regarding the <br />plant's more environmentally-friendly method of inelting old asphalt down, <br />and eventually recommended approval of the proposal with several <br />important conditions regarding protection of environment. <br />The City Council will get the Public Works and Environment's <br />recommendations at its NEXT MONDAY, JUNE 15T". The meeting begins <br />at 6:00 p.m., the City's web site (www.ci.roseville.mn.us) indicates this <br />item will come up around 8:30. In January the City <br />Council appointed Joan Felice, 22 Mid Oaks Road, to the Public Works <br />Commission, and in March appointed ]ohn Gisselquist of ryer. <br />Neighborhood Editorial: <br />In just the past year SW Roseville has seen numerous public and private development efforts which could <br />either improve or impair the quality of life which we enjoy in SW Roseville. These developments ranged from <br />• a proposed pawn shop just west of Snelling Avenue, <br />• proposed lot splits in the Acorn Road neighborhood, <br />• a Comprehensive Plan proposal to increase HARMAR's allowable density by making it a regional <br />shopping center like Rosedale, <br />• the slow decline of the residential neighborhood adjacent to Snelling Avenue and south of HarMar aided <br />in part by MNDOT improvements such as the concrete barrier recently installed, <br />• most recently, and still before the Council, a proposed three story Senior Living Community at 2025 <br />County Road B. � <br />
