Impact on traffic. <br />B. Impact on parks, street and other public facilities. <br />C. Compatibility of the Site Plan, Internal Traffic Circulation, Landscaping and <br />Structures with cantiguous properties. <br />D. Impact of the use on the mazket value of contiguous properties. <br />E. Impact on the general public health, safety and welfare. <br />F. Compatibility with the City's comprehensive plan. <br />4. If the City finds that the Asphait Plant is not permitted under the Original Ordinance, the <br />City should include in its written findings why it is not permitted using the criteria set <br />forih in Original Ordinance Code Section 1007.015, Section 1007.O1D and any other <br />facts which the City Council deems periinent. <br />5. If the City finds that the Asphalt Plant is not permitted under the Amended Otdinance, <br />such fact should be stated in its wrilten findings. <br />6. If the City Council determines that the Bituminous Road�vays' conditional use <br />application should be denied, the specific reasons (using the cnteria set forth in Roseville <br />City Code Section 1014A1D) should be included in the written findings. <br />7. A draft of proposed written fi�dings is attached for your consideration. The attached <br />findings state that the proposed Asphalt Plant is not allowed as a permitted use under <br />both the Original and Amended Ordinance, that the conditiona] use is denied because t6e <br />primazy use (being the asphalt plant) is not a permitted use, and that the conditional use is <br />denied because it would negatively affect public health, safety and welfare based upon <br />the criteria set foRh in Roseville City Code Section 1014.0] D. "Che endosed findings can <br />be supplemented and/or edited by the City Council based upon evidence presented <br />regarding the Application, your deliberations and your decisions made at the Council <br />Meeting. <br />We believe that regardless of what decision the City Council makes in this matter, it is imporiant <br />that an adequate record (with supportive findiogs) be adopted to support your decision. If the <br />written statement of the reasons for the denial is not adopted at the same time as the denial, it <br />must be adopted at the next meeting following the denial.
