The City
Council also tabled its consideration of the tower on the City Hall Campus as a result of some
discomfort with respect to the proposed location. Because Roseville is the land owner in these
requests, a general consensus (if not unanimous agreement) among City Council and staff
members to support the proposed tower facilities is a critical characteristic of the plans in both
locations; to this end, staff and City Council members require additional time to work through
the internal issues prior to resuming a collaborative effort with you to design and locate towers
(and the related ground facilities) in a way that best meets everyone's needs.
Minnesota Statute l 5.99 requires the City of Roseville to formally approve or deny your
conditional use requests within 60 days of the date of your application. I received the
applications on October 9, 2009, which means that Roseville has until December 8, 2009 to take
formal action. Given that City staff has not yet been able to resolve conflicting internal interests
and that the Planning Commission and City Council have yet to act on one or both of the
conditional use requests, the City Council will not be able to approve or deny the proposed
conditional uses by the December 8`h deadline.
To deal with a situation like this in which lingering issues need to be resolved, Minnesota Statute
15.99 also allows the City one opportunity to extend the time allowed for final action approving
or denying requests for an additional 60 days. Since the City Council will not be taking final
action on your requests within the original 60-day timeframe, the intent of this letter is to notify
you that the time limit for final action on both of your conditional use requests is being extended.
While Roseville nov has until February 6, 2010 to finally approve or deny your conditional use
requests, we have no interest in the process lasting that long. Community Development staff will
make every reasonable effort to achieve a resolution of the conditional use applications well
before that date.
Please feel free call me at 651-792-7073 if you have any questions or concerns.
Sincerely,
CITY OF ROSEVILLE
Bryan Lloyd
Associate Planner
Cih• of Roseville Communit Development Department
2660 Civic Center Drive •:• Roseville, Minnesota 551 l3
65]-792-7005 •: www.ci.roseville.mn.us/development
