The Clearwire item <br />has been before the commission before and this latest itme is simply another discussion of <br />the same issues however only in a different location in the park. <br />AS you know this item was dicussed at the Parkas Commission last night and a number of <br />questions/issues were discussed. I will do my best to recall these questions. <br />Q#1: A member asked about the accurate representation of the panorama view of the park and if <br />the height was correct. It appeared to be less than 125' in the photo. <br />A#1: The photo-simulation was based on using an approximation of the height of the trees. <br />With no accurate measurements available it was assumed the tree height was 80'based on a <br />visual inspection of the trees relative to the surrounding area. The pole simulation added <br />another 40' to approximate the height above ground. I presented photos taken just yesterday <br />when Clearwire lifted a 5 1/2' balloon to an elevation of 150'. Using the balloon photo the <br />height of the photo-simulation presented is off by about 20' however the location of the pole <br />is accurate. The balloon photos are attached as well as an updated simulation of a Clearwire <br />installation on a 125' pole. You may want to print these and present at the meeting if <br />requested. <br />Q#2: It was asked how this new site was selected and not some other site. <br />A#2: I indicated that Lonnie Brokke and I walked through the park to identify a location that <br />provided natural screening for the ground equipment, was located in a place as not to <br />interfere with current park programming (I referenced the Frisbee golf course) and the need <br />to locate the pole near a service pathway so that maintenance and construction vehicles did <br />not travel on unimproved surfaces (grass areas). <br />Q#3: It was asked why a park was used and not commercial property in the area. <br />A#3: I informed the members that the search area for the placement of the pole extended from <br />Acorn Park northwest towards Lake Owasso into Shoreview. I further explained that these poles <br />are located approximately every 1.5 miles apart and there are exiting poles to the northeast <br />and southeast in Little Canada that provide sufficient radio coverage for neighborhoods to <br />the east of Acorn Park. I also pointed out that poles in Reservoir woods and City Hall <br />provided the first ring of coverage to the neighborhoods west of Acorn Park. I finished by <br />explaining the only other available City land in the search ring would be a sanitary lift <br />station on Galtier and Ladyslipper park but both these locations placed the pole as close as <br />75' away from homes. <br />Q#4: It was asked if the ground simulation was accurate since it did not display the <br />surrounding pad that the cabinet and pole would be placed on. It was commented that the <br />construction itself would require the removal of some trees and shrubs. It was also asked why <br />the photo did not show a fence to protect the equipment. <br />
