8.0 STAFF RECOMMENDATION <br />8.1 Sections 5-7 of this report indicate the consensus of City staff in support of the proposed <br />telecommunication tower in; a verbal report of the recommendation of Roseville's Parks <br />and Recreation Commission will be provided at the public hearing for the CotvDiT►otvAL <br />UsE application. <br />8.2 Based on the findings established in Section 7 of this report pertaining to the zoning <br />requirements and CoND[7'to1vAL usE criteria the Planning Division recommends approval <br />of the proposed 125-foot telecommunication facility as a CotvD�T[o;vAL usE, subject to the <br />following conditions: <br />a. The applicant shall provide documentation demonstrating that Clearwire's <br />equipment will operate within the technical requirements of the Federal <br />Communications Commission; <br />b. The tower and ground-mounted equipment shall be located as shown on the site <br />plan included with this report as part of Attachment D; <br />c. The top of the proposed monopole tower shall not be higher than 125 feet above <br />the grade at the base of the structure and the color of the tower structure shall be <br />selected so as to blend into the park setting as much as possible; <br />d. External lights (i.e., those not integral to the equipment itselfl shall not be <br />installed on the tower or equipment; and <br />e.
