But things are better now, and I'm back!
The first thing I want to mention is this: as the Complete Building
Maintenance folks are considering the screening options, we'd be happy
to review their preferred fence/wall choice(s) to confirm that it would
satisfy the City's screening requirements so that they can have some
more confidence in the costs as they move forward with their financial
negotiations.
I also want to check on the latest thinking about the bulk materials
bins. I don't recall talking with you about that specifically on Monday,
but the fact that you and Mr. Nilsson seemed comfortable with the City
Council approving the conditional use, as recommended by the Planning
Commission, on the Consent Agenda could suggest that the intent is to
locate the bins someplace behind the building. Is that right? If so, I
think it would be useful to revise the site plan so that the Council
doesn't get tripped up by a plan that continues to show the bins in the
front yard. If you don't have the opportunity to revise the site plan
yourselves, perhaps you could simply tell me where you're thinking the
bins might end up and I can indicate the new location on the site plan
included in the Council's packet of information.
Finally: I talked with the City Planner and the Community Development
Director about the existing fence/gate in the front yard. If I
understood what you and I discussed on Monday, the current plan would be
to shorten the fence to the permitted 4-foot height while leaving the
gate taller for improved security. If the low-quality illustration in
the attached PDF represents what you've been thinking, we can accept
that. The best-case scenario for the City would be if all of the fencing
in front of the building plus the gate would be a maximum of 4 feet
tall, but if that doesn't meet Complete Building Maintenance's security
needs we can work with a taller gate as long as it can be kept to the
same height as the top of a 4-foot fence built on the top of the berm,
as I've tried to illustrate in the attachment. (It's not important if
the berm isn't 3 feet tall, I was just estimating for the illustration.)
Please call or email when you have the chance to let me know how all of
this jibes with (or doesn't) the current plans.
Bryan Lloyd
Associate City Planner
City of Roseville
651-792-7073
bryan.11oyd@ci.roseville.mn.us
Confidentiality Statement: The documents accompanying this transmission
contain confidential information that is legally privileged.
