Thomas Paschke forwarded me your email inquiring about the location and type <br />of screen fencing at 2931 Partridge Road because I was the staff person primarily involved <br />with the request to approve outdoor storage as a conditional use at that property. <br />The location of the screen fence indicated on the site plan you sent to Thomas is appropriate <br />and consistent with City Code requirements for such screening. As to the type of screening: <br />the Code requires areas of outdoor storage to be "wholly...enclosed by a solid opaque wall or <br />fence no less than 8 feet in height"; although you'll find chain-link fences with slats in <br />various places around Roseville, the City does not support such fences as meeting this <br />screening requirement. Moreover, the email below indicates the property owner's commitment to <br />installing a fence similar to one on the nearby "Carlson-LaVine" property. I believe that <br />fence is comprised of some sort of solid metal panels, but I'm not certain. The following confirms our telephone conversation <br />from yesterday. <br />Regarding fencing material, Complete Building Maintenance (CBM) commits <br />to installing a screening fence for that area where outdoor storage <br />occurs, specifically for that area west of the existing building. The <br />fencing will be similar to the screening fence installed at the <br />Carlson-LaVine property. I do ask that the City of Roseville allow <br />outdoor storage to occur in February, 2010 and stipulate the screening <br />fence be in place no later than July, 2010. This will allow CBM to <br />close on the building, occupy the property, and then install the fence <br />during summer construction season. <br />Regarding bulk material storage bins, Mr. Nilsson commits to moving <br />these bins to the west side of the existing building. A specific <br />location has not been identified at this point. The Planning Commission <br />raised a question regarding storage of salt at the property. The salt <br />is for de-icing purposes, and is identical to salt purchased at local <br />
