We can offer flexibility on the <br />setbacks, but not on the amount of rain water runoff allowed to pass from one property to <br />another. <br />As to the setback from the front property line, you mentioned something about the average <br />setback of the neighboring properties. That's a provision that applies more when somebody <br />proposes to build a new home on a vacant lot between two developed parcels than when <br />additions are being considered decades after the house was built. There's another odd <br />provision in the Code that allows an attached garage to extend beyond the standard 30-foot <br />front yard setback (to 27 feet from the front property line) if there's no living area above <br />the garage. <br />So this present application falls somewhere between the two front setback requirements above, <br />and during our review meeting on Thursday we'll have to sort out exactly how those <br />requirements apply. On one hand, the proposed 27-foot garage setback might be permitted and <br />not require special approval, and on the other hand, special approval through this <br />administrative deviation process might be necessary. In either case, we'll certainly be <br />taking your comments and concerns seriously as we consider Mr. Bell's request. <br />One of the final things that we have to bear in mind in a case like this, however, is the <br />fact that the existing garage is about 12 feet behind the front of the house at its southern <br />
