� <br />• <br />Attachment D <br />; Planninq File 10-007 <br />2 Request by Clearwire, LLC for approval of telecommunication equipment mounted onto a <br />3 commercial building as a CONDITIONAL USE at 2233 Hamline Avenue <br />G Chair poherty opened the Public Hearing for Planning File 10-007 at 6:45 p.m. <br />5 Associate Planner Bryan Lloyd reviewed staff's analysis of the request by Clearwire for erection of a <br />� Wi-Max panel and GPS antenna on the Roseville Professional Center office building as a <br />7 CONDITIONAL USE, pursuant to Roseville City Code, Section 1013 (General Requirements) and <br />a Section 1014 (Conditional Uses). Mr. Lloyd reviewed the proposed antenna utilizing space vacated by a <br />� previous provider that had been approved through a Conditional Use Permit (CUP), with antennas from <br />�o only one (1) of the two previously-granted CUPs still remaining and not part of this application. Mr. <br />� � Lloyd advised that the proposed antenna was smaller than that granted previously and remaining on <br />�2 the roof at this time. Mr. Lloyd reviewed the proposed location of the new and replacement antenna and <br />�3 clearance to avoid signal interference; and provided a review of staff's recommended conditions for <br />�4 approval. <br />15 Staff recommended approval for Clearwire, LLC of the proposed installation of telecommunication <br />�c antennas at 2233 Hamline Avenue as a CONDITIONAL USE; based on the comments and findings of <br />� i Sections 4-5 and the conditions of Section 6 of the staff report dated March 03, 2010. <br />�� Discussion included height of the proposed additional; further review of the 1997 Conditional Use <br />�a Permit and the telecommunication devices covered by that CUP remaining in place, but the approved <br />2o equipment no longer there, and the separate nature of this request and new equipment; review of other <br />2� CUP's on the property and future requirements if a third provided requested equipment located on site <br />z�� based on the number of providers and maximum size to avoid multiple users on a single property; and <br />�3 explanation of recommended Condition E related to installation of future equipment and Planning <br />24 Division review. <br />25 At the request of Member Boerigter for additional clarification of staff-recommended Condition E, Mr. <br />26 Lloyd advised that staff was seeking approval administratively without a more formal process, unless <br />27 future equipment was determined to have significantly greater impacts. <br />2� After further discussion, consensus of inembers was to revise language of Condition E to include <br />29 defining the intent of "significantly" greater impacts. <br />?� Applicant Representative, Tony Vavoulis with Clearwire <br />s� Mr. Vavoulis advised that his firm was attempting to utilize the existing brackets at the request of the <br />sz building owner. <br />33 Member Wozniak requested information regarding options for visual screening of this type of equipment <br />3� that didn'Y impair signal reception or generation. <br />35 Mr. Vavoulis advised that applications were being developed with trial applications that were <br />36 considered "stealth" antenna to lessen visual impacts, some more successful than others. <br />�i Chair poherty closed the Public Hearing at 7:05 p.m., with no one appearing for or against. <br />s� MOTION <br />3� Member poherty moved, seconded by Member Wozniak to RECOMMEND TO THE CITY <br />4o COUNCIL APPROVAL of a CONDITIONAL USE for Clearwire, LLC, allowing the installation of <br />a� telecommunication antennas at 2233 Hamline Avenue; based on the comments and findings of <br />a� Sections 4-5 and the conditions of Section 6 as detailed in the staff report dated March 03, 2010; <br />as amended as fol/ows: <br />a� • Section 6.0 - Condifion E, /asf sentence revised to read: <br />4:� "Plans for such future transmitting and supporting equipment..., buf equipment <br />as which has been determined fo present �significant/y] greater impacts shall require <br />a; approval as a new conditional use." <br />4� Ayes:4 <br />a9 Nays:O <br />5o Motion carried. <br />
