• • Reliable and high-qualiry service is required to attract and keep people and businesses in Roseville. As with municipal utilities, the ongoing replacement and upgrading of aging infrastructure is essential. In the coming years, technology infrastructure will be increasingly important. This technology conn�ects Roseville to the global economy. " 6.0 STAFF RECOMMENDATION Based on the comments and findings outlined in Sections 4-5 of this report, the Planning Division recommends approval of the proposed telecommunication tower as a CONDITIONAL USE, subject to the following conditions: a. Prior to seeking approval from the City Council, the applicant shall submit a revised site plan which includes the wetland boundary as determined by a formal delineation survey, and the City Council shall determine whether any change in location of the monopole and ground equipment required to achieve a 50-foot setback from the wetland is significant enough to refer back to the Planning Commission for a renewed recommendation; b. The landscape screening from the residential properties to the west shall be situated generally as proposed, relative to the telecommunication equipment. The applicant shall work with staff to arrange the line of planted cypresses to ensure that the facility is screened from the residences to the west and, to the extent practicable, from Rice Street; e. Any future ground equipment shall be screened consistent with the zoning reyuirements in effect at that time; d. The top of the proposed monopole tower shall not be higher than 125 feet above the grade at the base of the structure; e. The monopole and all ground equipment shall be painted or otherwise colored to blend with the surroundings as much as possible; f. Any wiring serving the equipment shall be buried; g. External lights (i.e., those not integral to the equipment itsel fl shall not be installed on the tower or equipment; and h. Prior to installing equipment, all service providers shall submit documentation demonstrating that the telecommunication equipment will operate within the technical requirements of the Federal Communications Commission. 7.0 SUGGESTED ACTION By motion, recommend approval of the proposed coNn�T�oNA[, osE for Clearwire, LLC to allow the construction of a 125-foot telecommunication tower at 24$9 Rice Street, based on the comments and findings of Sections 4-5 and the conditions of Section 6 of this report.
