• • <br />Reliable and high-qualiry service is required to attract and keep people and <br />businesses in Roseville. As with municipal utilities, the ongoing replacement and <br />upgrading of aging infrastructure is essential. In the coming years, technology <br />infrastructure will be increasingly important. This technology conn�ects Roseville <br />to the global economy. " <br />6.0 STAFF RECOMMENDATION <br />Based on the comments and findings outlined in Sections 4-5 of this report, the Planning <br />Division recommends approval of the proposed telecommunication tower as a <br />CONDITIONAL USE, subject to the following conditions: <br />a. Prior to seeking approval from the City Council, the applicant shall submit a <br />revised site plan which includes the wetland boundary as determined by a formal <br />delineation survey, and the City Council shall determine whether any change in <br />location of the monopole and ground equipment required to achieve a 50-foot <br />setback from the wetland is significant enough to refer back to the Planning <br />Commission for a renewed recommendation; <br />b. The landscape screening from the residential properties to the west shall be <br />situated generally as proposed, relative to the telecommunication equipment. The <br />applicant shall work with staff to arrange the line of planted cypresses to ensure <br />that the facility is screened from the residences to the west and, to the extent <br />practicable, from Rice Street; <br />e. Any future ground equipment shall be screened consistent with the zoning <br />reyuirements in effect at that time; <br />d. The top of the proposed monopole tower shall not be higher than 125 feet above <br />the grade at the base of the structure; <br />e. The monopole and all ground equipment shall be painted or otherwise colored to <br />blend with the surroundings as much as possible; <br />f. Any wiring serving the equipment shall be buried; <br />g. External lights (i.e., those not integral to the equipment itsel fl shall not be <br />installed on the tower or equipment; and <br />h.
