Page 10-11, Utility improvements: "In addition to water, sanitary sewer, und <br />storm sewer service, development relies upon the availability of private utilities, <br />notably electricity, natural gas, and communications. While local governments do <br />not control the provision of these services, they do have limited regulatory <br />aut{aority over the location and design of the conveyance infrastructure. The Ciry <br />will continue to facilitate development of these private utilities, while minimizing <br />associated adverse impacts. ... Although water supply and sanitary sewer are the <br />primary focus of this chapter, private utilities (electric, natural gas and <br />telecommunications) are essential elements of Roseville's well-being and future <br />vitality. <br />Reliable and high-quality service is required to attract and keep people and <br />businesses in Roseville. As with municipal utilities, the ongoing replacement and <br />upgrading of aging infrastructure is essential. In the coming years, technology <br />infrastructure will be increasingly irnportant. This technology connects Roseville <br />to the global economy. " <br />C).O STAFF RECOMMENDATION <br />Based on the comments and findings in Sections 4-5 of this report, Planning Division <br />staff recommends approval of the proposed cotvD�TioNA�, usE, subject to the following <br />conditions: <br />a. Prior to installing the proposed monopole structure, the applicant shall submit <br />documentation demonstrating that it is engineered in such a way that will prevent <br />damage to the adjacent electrical transmission system in the event of catastrophe; <br />b. Prior to installing equipment, service providers shall submit documentation <br />demonstrating that the telecommunication equipment will operate within the <br />technical requirements of the Federal Communications Commission; <br />c.
