The construction of any new <br />parking areas in any zoning district <br />except R-1 and R-2, and all other <br />repairs, remodeling and additions if <br />the construction involved increases <br />the overall size of the parking lot by <br />ten percent (10%) or in the event that <br />the construction increases the <br />assessor's market value by over twen- <br />ty percent (20%), shall require site <br />plan review as described in Section <br />1010.16 of this Title. <br />e. All construction which repairs or <br />remodels or alters a parking lot be- <br />tween ten percent (10%) and fifty <br />percent (50°/a) of its size shall not be <br />required to meet all of the criteria <br />outlined above. A percentage of ex- <br />pansion between ten percent (10%) <br />and fifty percent (50%) or a monetary <br />improvement between twenty percent <br />(20%) and fifty percent (50%) would <br />require a proportional level of im- <br />provement. This proportional require- <br />ment will be determined by the Devel- <br />opment Review Committee subject to <br />appeal to the City Council. The City <br />Council may refer such an appeal to <br />the Planning Commission for review <br />and recommendation. (Ord. 1172, <br />9-23-1996) <br />4. Drainage: Off-street parking areas <br />shall be so graded and drained so as <br />to dispose of all surface water. Drain- <br />age plans shall be subject to the ap- <br />proval of the City Engineer. (Ord. 275, <br />5-12-1959) <br />• <br />1004.01 <br />5. Location: <br />a. Accessory off-street parking <br />spaces which are not enclosed may <br />be located in any required yard as <br />specified in the regulations of each <br />zoning district. Enclosed off-street <br />parking spaces shall not be permitted <br />in any required yard except the rear <br />yard. An attached enclosed parking <br />space may project three feet (3') into <br />a required front yard as long as there <br />is no living space above it. A de- <br />tached garage structure in a rear yard <br />must be set back at least five feet (5') <br />from any side or rear lot line. (1995 <br />Code) � <br />b. Spaces accessory to one- and <br />two-family dwellings shall be on the <br />same lot as the principal use served. <br />c. Spaces accessory to multiple- <br />family dwellings shall be on the same <br />lot as the principal use served or with- <br />in two hundred feet (200') walking <br />distance of the main entrance to the <br />principal building served. <br />d. Spaces in the R-3 Districts shall <br />be at least fifteen feet (15') from any <br />street line and at least ten feet (10') <br />from any building. (Ord. 275, <br />5-12-1959; 1995 Code) <br />E. Exception: If, after May 21, 1959, <br />existing houses on fifty percent (50%) <br />or more of the frontage of any block <br />have a predominant front yard differ- <br />ent from that herein specified, all <br />buildings hereafter erected shall con- <br />form to this predominant front yard <br />depth, provided this regulation shall <br />not be interpreted so as to require a <br />front yard of more than forty feet (40') <br />in depth.
