• • <br />landscape plan that meets the Roseville Street Tree Master Plan, but the Planning <br />Division sees merit and opportunity in creating a site-specific landscape plan that <br />potentially deviates for the "master list of trees" and one which can be utilized by <br />other developments within Twin Lakes (similar to Cent Venture proposal). <br />It is conceivable that some form of public open space, court, square, or plaza could <br />be incorporated into the McGough proposal. The Park and Recreation <br />Commission and staff will continue to discuss the merits of such an addition. Due <br />to the volume of traffic anticipated for both Mount Ridge Road and Twin Lakes <br />Parkway, the City does not support on-street parking. Street lighting will be <br />required and coordinated with the other site developments as will landscaping and <br />boulevard trees. <br />Checklist 3, Frontages (semi-private realm): This checklist item and the one <br />that follows are the most important aspects of the Urban Design Principles. It is <br />within these two areas where walkability, sustainability, and environmental <br />responsibility must be addressed. The current proposal can, in a general sense, <br />support street life through pedestrian connections from the office to the street. <br />Those connections, connections from the street to the park and connections <br />throughout Twin Lakes will create walkability. <br />However, as discussed above, the anticipated corporate campus setting makes it <br />difficult to shift buildings to the street edge. The use and the mass of the <br />structures (6 stories) do not lend themselves to be placed in close proximity to the <br />street. Where appropriate, setbacks will be minimized adjacent to the public <br />street. However, staff will further discuss an additional buffer between the <br />laboratory and park. It is assumed that the proposed corporate office will <br />adequately address the notion of no blank walls, a design that treats each side of a <br />building as if it were the front, and that the exterior design will create visual <br />interest and utilize high quality materials. The design must address service vehicle <br />access and place trash/recycling within structures. <br />d. Checklist 4, Building (private realm): This checklist item addresses the <br />structure and site improvements as a means to be sustainable and environmentally <br />responsible. The Planning Division has determined that the Concept proposal <br />(site rendering) includes a visible presence of good proportion, careful detailing <br />and thoughtful composition of architectural elements. However, staff will <br />continue to work with McGough on the provision of details regarding high <br />quality, durable building materials, specific design elements such as a mix of <br />vertical zones, sustainability, and "green" design. <br />The Concept proposal includes a storm water management plan that addresses <br />water shedding.
