The McGough proposal incorporates a pedestrian path/sidewalk <br />�os adjacent to the improved portion of Mount Ridge Road, but does not identify pedestrian <br />�os connections to the park. Staff and the Park and Recreation Commission will work with <br />�o� McGough on addressing the walkability need. <br />n,p� <br />�o� The proposal to create a corporate campus will most likely mean that the office structures <br />�: � o will not be placed at the property edge in favor of improving internal campus integrity, <br />� �� thus public realm goal will not entirely be met. The proposal does indicate that the <br />� � 2 westernmost office buildings would lie adjacent to the Mount Ridge Road property line <br />� � 3 but the other would be interior to the site to take advantage of the park/lake views. <br />��� Landscaping must be enhanced to address the public edge creating a tree canopy near <br />� ��� sidewalks/paths and screening enhancements for both vehicles and private areas. <br />416 Checklist 2 speaks to a landscape plan that meets the Roseville Street Tree Master Plan, <br />�: �% but the Planning Division sees merit and opportunity in creating a site-specific landscape <br />�a �� plan that potentially deviates far the "master list of trees" and one which can be utilized <br />� �� by other developments within Twin Lakes (similar to Cent Venture proposal). <br />�zo It is conceivable that some form of public open space, court, square, or plaza could be <br />�2� incorporated into the McGough proposal. The Park and Recreation Commission and staff <br />��22 will continue to discuss the merits of such an addition. Due to the volume of traffic <br />�tiz3 anticipated for both Mount Ridge Road and Twin Lakes Parkway, the City does not <br />��z� support on-street parking. Street lighting will be required and coordinated with the other <br />��- �: site developments as will landscaping and boulevard trees. <br />,,;;,: <br />c. Checklist 3, Frontages (semi-private realm): This checklist item and the one that <br />,�2� follows are the most important aspects of the Urban Design Principles. It is within these <br />n2� two areas where walkability, sustainability, and environmental responsibility must be <br />�so addressed. The current proposal can, in a general sense, support street life through <br />.as� pedestrian connections from the office to the street. Those connections, connections <br />�s2 from the street to the park and connections throughout Twin Lakes will create <br />as? walkability. <br />�J�I <br />�ss However, as discussed above, the anticipated corporate campus setting makes it difficult <br />ass to shift buildings to the street edge. The use and the mass of the structures (6 stories) do <br />43� not lend themselves to be placed in close proximity to the street. Where appropriate, <br />asa setbacks will be minimized adjacent to the public street. However, staff will further <br />a3s discuss an additional buffer between the laboratory and park. It is assumed that the <br />��o proposed corporate office will adequately address the notion of no blank walls, a design <br />a�� that treats each side of a building as if it were the front, and that the exterior design will <br />aa2 create visual interest and utilize high quality materials. Checklist 4, Building (private realm): This checklist item addresses the structure and <br />446 site improvements as a means to be sustainable and environmentally responsible.
