Based on current CSM/McGough development interests, City initiate concept design of Twin <br />Lakes Parkway including geotechnical and environmental investigation, roadway and utility <br />layout and configuration, and conceptual grading. <br />2. From the concept plan, City may prepare a feasibility study including roadway and utility cost <br />estimates and associated funding sources. <br />3. City authorize Twin Lakes Parkway preliminary engineering plans completed in coordination with <br />CSM and McGough preliminary site plans. Final construction plans authorized upon CSM and <br />McGough receiving preliminary plat approval. <br />4. ROW dedicated and final construction plans for Twin Lakes Parkway completed upon final <br />approval of CSM and McGough development plans. Development and financial agreements <br />executed and construction commences for Twin Lakes Parkway. <br />Phase II Twin Lakes Improvements from Arthur Street to Fairview Avenue should follow the same <br />eeneral process as described above when private sector land development interest warrants <br />construction of road�vay and utility improvements. <br />
