t <br />3/17/2006 <br />This narrative is in support of the Applications and Plans attached to the <br />application . The narrative addresses among other things the questions posed in <br />the City's Application for Rezoning, City's Application for Planned Unit <br />Development and the requirement of City Code 1008.01 Procedures for <br />Processing a PUD. <br />Back Ground Existing Conditions and Proposal: <br />Back Ground: <br />The following background provides a history of the site and provides information <br />as to how the proposed hotel and restaurant conform to the City's Master Plan <br />for the Twin Lakes area. <br />1. Official Map: On October 26, 1998, the City Council adopted ordinance <br />number 1213 establishing the "Official Map" for Twin Lakes Parkway. This <br />parkway occupied .0005 acres of our site. In June 2005, the Council <br />repealed the Official Map and amended the City Master Plan. With this <br />amendment .61 acres of our site is taken for Twin Lakes Parkway. This is a <br />substantial increase use of this site for Twin Lakes Parkway. <br />2. Master Plan: In June 2001, The City Council adopted the "Roseville Twin <br />Lakes Business Park Master Plan, Amendment to the Comprehensive <br />Plan" This Plan showed the subject property as an office use and shows <br />Twin Lakes Parkway as depicted on the "Official Map" adopted by <br />ordinance number 1213. The Plan also provides, on page 11, that the <br />best location for service component ("Service Mix") including a hotel is at <br />the corner of County Road C and Cleveland Ave. However, the approved <br />PUD does not show a Hotel complex at this location. A hotel is an <br />important element of the business park that is clearly part of the existing <br />Master Plan but is not shown at all on the approved PUD. <br />2 <br />
