t
3/17/2006
This narrative is in support of the Applications and Plans attached to the
application . The narrative addresses among other things the questions posed in
the City's Application for Rezoning, City's Application for Planned Unit
Development and the requirement of City Code 1008.01 Procedures for
Processing a PUD.
Back Ground Existing Conditions and Proposal:
Back Ground:
The following background provides a history of the site and provides information
as to how the proposed hotel and restaurant conform to the City's Master Plan
for the Twin Lakes area.
1. Official Map: On October 26, 1998, the City Council adopted ordinance
number 1213 establishing the "Official Map" for Twin Lakes Parkway. This
parkway occupied .0005 acres of our site. In June 2005, the Council
repealed the Official Map and amended the City Master Plan. With this
amendment .61 acres of our site is taken for Twin Lakes Parkway. This is a
substantial increase use of this site for Twin Lakes Parkway.
2. Master Plan: In June 2001, The City Council adopted the "Roseville Twin
Lakes Business Park Master Plan, Amendment to the Comprehensive
Plan" This Plan showed the subject property as an office use and shows
Twin Lakes Parkway as depicted on the "Official Map" adopted by
ordinance number 1213. The Plan also provides, on page 11, that the
best location for service component ("Service Mix") including a hotel is at
the corner of County Road C and Cleveland Ave. However, the approved
PUD does not show a Hotel complex at this location. A hotel is an
important element of the business park that is clearly part of the existing
Master Plan but is not shown at all on the approved PUD.
2
