The June 2001 Master Plan (page 1) which has not been amended states, <br />"In Roseville a"Business Park" is a hybrid of a more typical industrial <br />park with office park uses and a mix of service retail and housing that <br />would serve as a more livable campus setting. It is defined as a <br />geographically identifiable area which contains an architecturally <br />consistent mix of office, office laboratory, office-showroom-warehousing, <br />biotechnical, biomedical, high-tech software and hardware production <br />uses with support services such as limited retail, health, fitness, lodqinq <br />(emphasis addecn and multifamily housing. The Business Park has well- <br />planned roads, utilities, ponding and communication systems. Parcels <br />within a Business Park have access to an internal parkway and/or external <br />County minor arterials as well as access to the Interstate Highway <br />System. Emphasis is placed on creating a unique, safe and high-quality <br />work and play environment by installation of extraordinary, architecturally <br />distinct buildings, transit and transportation services, site planning, <br />environmentally sensitive landscaping, parks, trails and lighting". Lodging <br />is an allowed use in the Master Plan. <br />4. Comprehensive Plan: In 2003, the City Council updated its <br />Comprehensive Plan including Planning Area 4. Planning District 10, <br />where the site is located. In this amendment, the site's land use was <br />changed from Industrial to BP Business Park. The Comprehensive Plan <br />(page 3) indicates: "BP Business Park (3.66% of the land area) is defined <br />as a geographically identifiable area which contains a consistent <br />architectural mix of office, office-laboratory, office-showroom-warehousing, <br />bio-technical,biomedical, high-tech software and hardware production <br />uses with support services such as limited retail, health, fitness, lodqing <br />(emphasis addec� and multifamily housing. Multi-modal transportation is <br />an important element for the transportation of goods, services, and <br />employees. The corresponding zoning is B-6 Mixed Use Business Park <br />and PUD — a Mix Use Planned Unit Development". Lodging is an allowed <br />use in the BP Business Park designation. <br />5. Master Plan Amendments: In June 2005, The City Council amended the <br />June 2001 Master Plan by changing the designation of the site from <br />"Office Multi Story" to "Service Mix". Hotel is included as an allowed <br />"Service Mix' land use. The location of Twin Lakes Parkway was <br />changed to include more of the subject property. <br />6. Rezoning: Although the property was rezoned in June 2005 from I-2 <br />General Industrial to BP Business Park', the rezoning has not become <br />effective until, among other things, the property was plated and execution <br />of the Planned Unit Development Agreement by the property owner. <br />Plating and execution of the PUD agreement could not occur because the <br />' Rezoning was done without the property owners consent <br />3 <br />
