,� <br />3/17/2006 <br />The common open space that will be available to the public is the large <br />pedestrian plaza located south of the hotel. This area will accommodate out door <br />seating for the restaurant and a gathering place within the planned business <br />park. Its location adjacent to the primary business park entrance (Twin Lakes <br />Parkway) will enhance the vitality of the business park and create an identifiable <br />"grand" entrance to the business park. <br />General location of non-residential land uses: <br />All of the proposed uses are non-residential. The attached Site Plan provides <br />location of the hotel and restaurant. The proposed hotel Floor Area Ratio (FAR) <br />and restaurant on the attached plan is .68. This is less than the City allowed .75 <br />FAR. The Open space is 42,628 square feet or 35% of the site area. This is <br />more than the 25% required by City Code. <br />Staging Time Schedule of Development: <br />Construction is planned to start within 4 months of Final PUD and Building permit <br />approval. It is estimated that construction will take 12 months with a Hotel <br />opening at the end of this period. <br />Impact on Traffic: <br />"The Twin Lakes AUAR traffic analysis evaluated a"worst case" scenario that <br />included retail development east of Fairview Avenue and medical office/hospital <br />land uses west of Fairview Avenue. Traffic generation totaling approximately <br />73,000 daily trips with 7,200 p.m. peak trips was used in the AUAR traffic <br />analysis5. <br />The approved concept with minor alignment modification in the Approved PUD " <br />assumes Twin Lakes Parkway would be constructed as in the AUAR: "a <br />continuous roadway connecting Cleveland Ave to Snelling Avenue". Daily <br />volumes on the parkway would range from 7,500 to 11,200 vehicles per day. Of <br />this traffic an estimate, 2,000 vehicles per day would be considered "through" <br />trips using the parkway for its entirety between Snelling Ave and the Cleveland <br />Ave"6.
